Kirtland Air Force Base, New Mexico, in southeast Albuquerque, is nestled between the Sandia and Manzano mountain ranges. It is home to Air Force Materiel Command's Nuclear Weapons Center and its subordinate wings. It is also home to the Directed Energy and Space Vehicle Directorates of the Air Force Research Laboratory.

This is a public notice and may be use to fill anticipated permanent, temporary or term vacancies with a full-time or part-time work schedule as vacancies occur during the open period. Term and Temporary appointments may be extended without further announcement.

This announcement is being posted to fill positions through the Expedited Hiring/Direct Hire Authority for Acquisition Positions . This Direct Hire Authority is being used to recruit qualified individuals for anticipated vacancies in designated acquisition positions. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions within the Department of Defense as shortage positions and recruit and appoint qualified persons to those positions.

Positions may be filled at the GS-09, GS-11, GS-12, or GS-13 grade level, with or without a promotional potential up to (but not to exceed) GS-13.
GS-09 Pay Range: $47,448 - $61,678 / GS-11 Pay Range: $57,408 - $74,628
GS-12 Pay Range: $68,809 - $89,450 / GS-13 Pay Range: $81,823 - $106,369

DUTIES:
Position Summary: These are positions that manage, supervise, perform, or develop policies and procedures for professional work involving the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts.

MAJOR DUTIES: The work requires knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practicies, sources of supply, cost factors, and requirements characterisics. These positions may require and/or are concerned with:
  • Soliciting, evaluating, negotiating, and awarding contracts with commercial organizations, educational institutions, non-profit organizations, and State, local or foreign governments for furnishing products, services, construction, or research and development to the Federal Government.
  • Administering contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • Terminating contracts by analyzing, negotiating, and setting claims and proposals.
  • Analyzing and evaluating cost or price proposals and accounting systems data.
  • Planning, establishing, or reviewing contracts, programs, policies, or procedures.
  • Formulating and administering policies and procedures to insure achievement of Federal socioeconomic goals, such as those affecting small business, labor surplus areas, and disadvantaged business firms.
  • Developing acquisition strategies and directing or managing procurements.
  • Providing staff advisory services in one or more of the specializations in this occupation.
QUALIFICATIONS REQUIRED:
BASIC QUALIFICATIONS: Applications must meet the basic requirements as defined in 10 USC 1724 and as stated in this announcement.
Basic Requirements: Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after 1 October 2000. Current members of the Armed Forces (that self-nominate prior to retirement/separation), and current DoD employees are exempt from the basic requirements if: Served as a contracting officer with authority to award and administer in excess of the simplified acquisition threshold on or before 30 September 2000; Served, or or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; or a current member of the contingency contracting force. AND
In addition to meeting the basic requirements, applicants must meet the specialized experience as identified below for Contracting Officer Positions or Non-Contracting Officer Positions for the grade level identified below.

1. FOR CONTRACTING OFFICER POSITIONS: In addition to meeting the basic requirements, applicants must have completed all contracting courses required for Contracting Officers and have at least two years of specialized experience in contracting positions in accordance with OPM Operating Manual, Qualifications Standards for General Schedule Positions, General Policies and Instructions, of which 52 weeks must have been equivalent at the next lower qualifying pay band or equivalent grade under the General Schedule (GS) or other pay systems. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate your ability to apply the knowledge, skills, and abilities to successfully perform the duties of the position being filled.
2. FOR NON-CONTRACTING OFFICER POSITIONS: In addition to meeting basic requirements, applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent under the General Schedule (GS) or other pay systems in contracting positions in accordance with OPM Operating Manual, Qualifications Standards for General Schedule Positions, General Policies and Instructions. Equivalent experience may be at the level of the lowest GS grade coverred by the applicable pay band; however, the experience must demonstrate the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position being filled.

Education substitution for GS-09 positions:
Two full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.. Qualifying education must have provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position being filled. OR
A combination of specialized experience as described above and graduate level education. Only graduate education beyond the second year is creditable with the specialized experience.

Education substitution for GS-11 positions:
PhD or equivalent doctorate degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Qualifying education must have provided the applicant with the knowledge, skils, and abilities to successfully perform the duties of the position being filled. OR
A combination of specialized experience as described above and graduate level education. Only graduate education beyond the second year is creditable with the specialized experience.
