COTR Support

Job Description:

Provide Acquisition, Budget Execution, Planning and Data Collection support to the Department of Homeland Security (DHS), Office of Procurement Operations (OPO) and external contracting offices as required.

Responsibilities Include:
  • Provide day-to-day technical advice, guidance, problem solving and on-the-job training as required
  • Review Purchase Requests (PR) generated by other team members and provide timely, accurate, consistent information and courteous services to all customers involved in the acquisition process
  • Prepare weekly, monthly and ad-hoc reports as requested by management
  • Develop the acquisition Purchase Requisition, enter and track in PRISM
  • Assist technical staff in developing procurement documentation to include Statements of Work (SOWs), Task Orders (TOs), Inter-Agency Agreements (IAAs), Analysis of Alternatives (AoAs), Memorandums of Understanding (MOUs), Brand Name and Sole Source Justifications, Service Level Agreements (SLAs), Independent Government Cost Estimates (IGCEs), and acquisition schedules
  • Review procurement requests and other procurement documentation for completeness and compliance with Federal Acquisition Regulations (FAR) and Agency-specific requirements
  • Examine, research and conduct in-depth analysis of program or acquisition objectives, as approved by program stewards
  • Formulate recommendation documents and memoranda to improve PR process initiatives and acquisition approaches to achieve the department’s strategic priorities
Education and Experience Qualifications:
  • MS/PHD and 8 years professional experience
  • Must be able to attain a DHS Suitability Clearance
  • Knowledge of Contract Familiarity: Inter Agency Agreements (IAAs), Indefinite
  • Delivery Indefinite Quantity (IDIQ),Firm-Fixed Price (FFP), Cost Plus Fixed Fee
  • Experience with the Federal Financial Management System (FFMS), Webview, Telecommunications Ordering and Pricing System (TOPS) and the Purchase
  • Request Information System (PRISM)
  • Professional knowledge of the Office 2007 suite including MS Access
  • Excellent communications (written and verbal) and problem-solving skills
  • Ability to maintain workload in a fast paced environment with varying and changing priorities
  • Strong customer service skills
