GENERAL STATEMENT OF DUTIES: Under supervision, performs clerical, cashier and customer service work in processing utility bills and parking violations. Performs related work as required.
DISTINGUSHING FEATURES OF THE CLASS: Performs clerical, cashier and customer service work involving the application of modern office practices and accounts receivable and accounting principles. Employees in this class work with clearly established billing and accounting systems and procedures. Work is reviewed by supervisors through verifications of financial records and statements and through periodic audits.
Examples of Duties: EXAMPLES OF WORK (ILLUSTRATIVE ONLY): ESSENTIAL: Interacts with customers and the general public in person, by telephone and through mail and/or e-mail correspondence; assists utility and parking customers and the general public by receiving and processing payments; prepares daily bank deposits; assists in daily balancing; administers the petty cash fund; records changes in residence and/or ownership of properties for utility service; answers customers' questions; resolves customers' complaints; maintains customer account information for billing and collection purposes; assists with final billings and billing adjustments; initiates and terminates utility service and prepares work orders and collection lists; assists parking violation customers by receiving and processing violation payments; records violation information; uploads State vehicle information from State files and downloads unpaid ticket information to County files; assists with tow processing and release; records and reports defective meters.
Typical Qualifications: KNOWLEDGE, SKILLS AND ABILITIES: ESSENTIAL: Knowledge of modern office practices; knowledge of basic accounts receivable and accounting principles; skill in the use and operation of a calculator and computer: skill in the use of Microsoft Office Suite software applications; ability to type at a rate of 30 words per minute; ability to accurately carry out simple arithmetic procedures; ability to rapidly enter data into a computer; ability to understand and carry out oral and written instructions; ability to communicate clearly, both orally and in writing; ability to meet the public courteously and to obtain and give information; ability to establish and maintain effective working relationships with employees and the general public; demonstrated ability to follow a management philosophy that is input oriented and values problem solving and the development of partnerships; demonstrated ability to work effectively as a member of a team; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork.
ACCEPTABLE EXPERIENCE AND TRAINING: Some experience in bookkeeping, accounting, general office work, customer service and data entry; possession of a high school diploma or its equivalent; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
