As the first municipal consumer protection agency in the country, the New York City Department of Consumer Affairs (DCA) has ensured that businesses and consumers benefit from a fair and vibrant marketplace for over 40 years. Today, DCA regulates 55 industries and licenses and inspects almost 80,000 businesses throughout the five boroughs. The Department enforces the City’s landmark Consumer Protection Law and related City and State laws, mediates thousands of consumer complaints, and prosecutes law-breaking businesses through our Administrative Tribunal.

DCA is currently seeking a dynamic Human Resources professional to serve as its Chief Human Capital Officer and manage all of the Department’s human capital needs.
Responsibilities include but are not limited to: Guiding the strategic direction of the Department’s Human Resources Division, developing appropriate policies and procedures to support this strategy, and managing staff and operations to accomplish its strategic goals and objectives; Overseeing and ensuring the efficient operation of all Human Resources functions, managers, and staff of the Department including Payroll, Timekeeping, Labor Relations, Training, and Recruitment; Overseeing the human capital aspects of change management and identifying the effects on staffing stemming from newly implemented policies and procedures; Developing and fostering a culture of learning and internal growth, building training partnerships and identifying/implementing industry best practices; Developing and implementing an Agency-wide succession plan, analyzing current staffing levels and projecting for the future; Advising and coordinating the modernization of Human Resources’ internal systems; ensuring that the Division is running efficiently and effectively; Formulating, justifying and executing activities for the Agency’s human capital and Human Resources office budget; Overseeing the selection, development, management and evaluation of Human Resources staff; Ensuring all functions of the Department are in full compliance with all applicable Laws, Rules, Directives, Policies, Protocols, and Standards; Serving as the Department’s liaison with other Federal, State, and City Agencies, labor unions, and additional external parties ensuring the completeness and accuracy of all information reported.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
PLEASE NOTE: New York City residency is required within 90 days of appointment. However, City employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
Essential Skills Strong management and leadership skills; Strong knowledge of the State and City’s Human Resources policies and procedures in addition to relevant labor laws; Superior organizational and communication (written and oral) skills; Experience identifying resource needs in various organizational areas and recruiting corresponding staff; A clear understanding of how technology should effectively support business objectives; Ability to organize and drive projects to timely completion; Ability to actively listen and synthesize disparate viewpoints into a shared vision; A strong work ethic and meticulous attention to detail; Outstanding analytic, problem-solving, and creative thinking abilities; Ability to work under tight deadlines and manage competing priorities; Excellent MS Excel, Access, Word and Visio skills.
