The QED Group, LLC seeks an experienced Chief of Party to manage a USAID-funded Local Governance Program in Tajikistan
The objective of the program is to strengthen the enabling environment for decentralization at the national level and improve sub-national government capacity and performance. This project will also strengthen local constituencies for self-governance and foster regular communication and participatory decision-making between local government, citizens, NGOs and private enterprises. Finally, the project will make strategic investments in clean drinking water systems in order to catalyze the effective decentralization of services and to address critical health and food security needs in rural communities.
The Local Governance Project will consist of three main results:
1. Strengthened legal enabling environment to support sub-national governance
2. Sub-national government entities are more effective in meeting citizens' needs
3. Increased participation of constituents in sub-national government decision-making and service provision.
Provide overall technical and managerial oversight of the program, conducting oversight of implementing training and capacity building programs
Establish and maintain constructive relationships with government officials, civil society organizations (CSOs), other USAID implementers, and all other relevant project counterparts and stakeholders.
Formalize information sharing and consultative processes by facilitating meetings and other dialogue for key partners and stakeholders.
Recruitment and management of appropriate program staff and oversight of all administrative aspects of management of sub-contractors.
Lead overall management and direction of project activities, providing feedback and support to program team in its day-to-day operations. Responsible for overall planning responsibilities, including the production of annual work plans, operating budgets, etc.
Ensure high-quality programming through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements.
Ensure cost-effective use of QED and donor resources. Guide and oversee the alignment of the budget to expected results, and review and approve quarterly budgets and reports.
Provide input into and ensure that all donor and QED internal reporting requirements on program impact are met and assist implementing partners in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
Ensure effective coordination and communication between the technical team and other organizational departments.
Act as QED liaison to donors, governments, and partners. Represent QED at conferences, agencies, meetings and other fora.
Provide regular written/oral program progress updates, as requested. Ensure that the most up-to-date information regarding the project is shared through a range of knowledge management tools and mechanisms.
Perform other duties as assigned.
Bachelor’s degree in a relevant field such as International Relations, Public Administration or Business Administration, International Development is required. Advanced degree in a relevant field is desired.
A minimum of 10 years of management experience of a similar USAID funded project.
Experience working with senior government officials in support of a similar type of donor program, preferably in Central Asia.
General experience working with governance reform and proven capacity to facilitate coordination amongst diverse sectors is required.
Excellent written and spoken English, Russian, and Tajik proficiency
