Duties
Responsible for the overall administration of the President’s Office. Prioritizes issues appropriately, ensuring that the office responds appropriately to internal and external inquiries, requests, concerns, and opportunities. Serves as the liaison between the President and various College departments, external entities and elected officials and offers policy advice on matters affecting the College. Ensures that College leaders have the information they need to solve problems, make decisions, and seize opportunities.

Strategic Planning
-Serves as the chair of the Strategic Planning Committee and coordinates the strategic planning process for the College.

Diversity
-Serves as the chair and oversees the activities of the Diversity, Equity and Inclusion committee for the College. In addition, serves as support to the Board of Trustee’s Diversity Committee.

Legislative
-Advises the College’s president and Cabinet on the education and funding issues of local, state and federal governments and issues relating to school district sponsorships.
-Develops a monitoring and evaluation system for governmental issues of importance to the College.
-Serves as the College’s lobbyist.
-Serves as liaison for College information requested by all elected officials.
-Coordinates visits from all elected officials to HACC campuses.
-Plans special legislative events, including, but not limited to, student lobby day and the annual legislative breakfast.
-Monitors state budget hearings and assists in securing federal funding.
-Prepares, submits, maintains and tracks required reports to the Pennsylvania Department of State.
-Performs other duties as assigned.

Administrative
- Manages the staff and oversees the operations and budget of the Office of the President.
- Serves as liaison between the president and all College departments.
- Represents the president at various internal and external functions.
- Plans, creates, implements, and oversees special projects.
-Conducts research and prepares speeches, presentations, and talking points for presentations on an array of topics and for a wide range of constituents.
- Works with the administrative support staff in the Office of the President to ensure accuracy, coordination and prioritization of the president’s calendar.
- Ensures planning for key committees and projects to include: Tracking, monitoring, and following the progress of projects, action items, and strategies that emanate from the president’s Cabinet, etc.
- Develops correspondence.
- Prepares agendas and identifies meeting participants.
- Collects, prepares, and distributes appropriate briefing materials.
- Ensures that appropriate follow-up actions are taken.
- Initiates subsequent follow-up meetings and communication for key stakeholders as directed.
- Provides general advice to the president and assistance in other matters as needed.

Community
- Serves as liaison between the president and external business and community agencies and entities.
-Collaborates with the Pennsylvania Commission for Community Colleges, American Association of Community Colleges, Association of Community Colleges Trustees and other education associations on issues of concern to higher education and to the College.

Minimum Qualifications
-Master’s degree and seven years of relevant experience in executive level higher education administration; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

-Significant experience managing a strategic planning process.
-Significant experience in working with diverse and multicultural students, faculty, and staff.
-Significant experience overseeing diversity initiatives.
-Significant experience in both not-for-profit and proprietary education and with traditional and nontraditional adult learners.
-Experience in online education.
-Knowledge of education law and regulations, particularly regarding maters of accreditation and compliance.
-Knowledge of education and funding issues of local, state and federal governments.
-Significant experience collaborating with local and state elected officials.
