The ideal candidate will be an experienced and professional leader who can plan, direct, and coordinate the engineering and administrative activities associated with the infrastructure of the City.
Essential Job Functions:
The City Engineer oversees and maintains Capital Improvement Projects and is responsible for the plans, design, and construction of all City projects including streets, water mains, bridges, drainage structures, buildings, traffic improvements, landscape and park facilities, and sanitary sewers.
Responsible for reviewing development projects including plats, site plans, and engineering plans; responsible for investigating citizen complaints and issuing work orders to resolve the problems; responsible for providing engineering, architectural, and landscape architectural services to all City departments; responsible for all engineering activities in regard to public right-of-ways.
Prepares engineering reports and recommendations. Checks site plans for adequacy of easements, storm drainage facilities, traffic flow, and parking. Checks construction plans for site development, buildings, and subdivisions to ensure the design meets all applicable codes and regulations.
Attends and participates in conferences and meetings of department heads and the City Council, as required. Consults with contractors, engineers, manufacturing representatives, and others in carrying out various public works objectives and programs.
Education and Experience:
This position requires specialized knowledge in a professional or technical field. Work requires a professional level of knowledge of a discipline equivalent to that which is acquired in a Bachelor of Science in Civil Engineering.
Over five years of experience including two years of supervisory experience is required.
A State of Texas Professional Engineer certification is required.
Knowledge, Skills and Abilities:
This position requires managing and monitoring work performance of a department including evaluating program or work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.
This position normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance.
Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
Advanced ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents, to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables, and to write editorials, journals, speeches, manuals, or critiques.
Thorough knowledge of engineering as applied to the methods and practices essential to storm drainage management, flood plain administration, sidewalk and street construction, environmental permitting, water and sewage operations facilities, transportation planning, and traffic operations.
