The Department of Finance is seeking highly motivated and enthusiastic entry level auditors to conduct tax audits of domestic and international corporations, utilities, unincorporated businesses and banking institutions. Auditors perform tax audits in various tax areas, including, but not limited to banking, general corporation, unincorporated business, sales, personal income, utility, hotel, commercial rent, real property, and bankruptcy & assignment taxes.

Specific duties and responsibilities include, but are not limited to:

Conduct routine NYC and NYS office and field audits, individually or as a team member to determine the correct tax liability.

Examine and analyze the taxpayers' books and records for compliance with NYC/NYS tax laws regulations, legal rulings, accounting principles and auditing procedures.

Other areas of examination include Federal and related State Tax Returns, reports of Federal/State changes, Voluntary Disclosure and Compliance agreements, and Delinquency cases.

Prepare audit reports that include work papers, schedules, comments, and supporting documentation, detailing the audit findings, through the use of NYC and/or NYS computer applications.

Correspond, meet, and confer with taxpayers and/or taxpayer's representative to obtain information, discuss and explain audit findings, and to resolve disputed adjustments. Perform audit-related tasks.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college or university , including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting; or

2. An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and two years of full-time satisfactory tax-related
auditing or tax accounting experience; or

3. A four-year high school diploma or its educational equivalent and 24 semester credits in accounting from an accredited college, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and four years of full-time satisfactory tax related auditing or tax accounting experience; or

4. A satisfactory combination of education and/or experience which is equivalent to "1", "2" or "3"
above. College education may be substituted for work experience on the basis of one year of experience for each 30 semester credits. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 24 semester credits in accounting, including
at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting

SPECIAL NOTE:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level I, or two years of full-time satisfactory tax-related auditing or tax accounting experience.

Preferred Skills

Excellent oral and written communication skills.
Proficiency with Microsoft Word and Excel.
Familiarity with legal and tax law research is a plus.

Additional Information

Field audit positions require extensive field work and travel within and outside of NYC. Out of town travel is required. City Tax Auditors are required to use public transportation, walk, stand, climb stairs, carry a laptop and other audit-related materials.

Department of Finance City Tax Auditors are prohibited from performing any outside tax-related work, and all other non-departmental work must be approved by the agency in advance of starting such employment.

NOTE: This position is open to applicants who filed for the Education & Experience City Tax Auditor Exam # 2042 in May 2012 or those who are already permanent in the City Tax Auditor title.
