This position performs professional engineering and project management work in the planning, review, design, construction, operations and maintenance of the water and wastewater collection, distribution and treatment systems, and oversees and coordinates construction projects.
Coordinates water and wastewater capital projects with other City staff, local, state, and federal governmental agencies, contractors, and the public in order to sustain or enhance service levels to the public. Selects and manages consultants to design capital improvement projects. Assists in preparation of capital budget. Procures contractors and conducts construction inspection services for water and wastewater projects. Administers contracts for and reviews the design of capital projects by consultants from conceptual studies to final design. Manages the bidding process according to City policies and procedures. Provides construction management and oversight for design and construction projects. Develops pre-concept, preliminary, and final cost estimates. Manages construction contracts to ensure budget, contract and schedule compliance. Advises the City regarding unforeseen construction problems and negotiates change orders with contractors. Supervises and ensures completion of as-built construction plans by contractors and consultants. Prepares purchase orders and other project correspondence, reviews and approves contractor pay estimates and assists City staff during emergency operations. Reviews and revises City Master Plans and Development Standards on a periodic basis. Coordinates proposed water and wastewater improvements with other City departments. Meets and confers with the general public regarding water and wastewater systems.
OTHER JOB FUNCTIONS:
Meets with stakeholders, conducts public meetings, and performs project management for capital improvement projects. Performs some routine studies and conceptual design work on smaller capital construction projects. Negotiates utility easements with property owners. Conducts field inspections. Evaluates City’s ability to provide water and wastewater services to existing and future customers. Utilizes the City’s water and sewer hydraulic modeling software to develop scenarios and alternatives for conceptual studies. Serves as representative of the water utilities division at various stakeholder meetings. May also serve as a representative at Construction Advisory Board, Open Lands, City Council or other required meetings as necessary.
The incumbent does not supervise the work of other City staff.
A Bachelor’s Degree in Civil Engineering, Sanitary Engineering, Water Resource Engineering or closely related field is required. At least eight (8) years of responsible engineering experience related to the design and construction of public water and wastewater systems required.
Current Colorado Professional Engineer registration required or ability to obtain within 6 months of hire. Must possess a valid driver’s license.
Thorough understanding of the administration, design and construction of public water, and wastewater systems including pressurized potable water distribution, storage tanks, and pump stations, gravity sewer, and lift stations. Knowledge and experience with survey plats, easements, field survey and field construction layouts. Ability to utilize software packages and computers with respect to project management, GIS, AutoCAD, and hydraulic modeling.
Working Environment and Required Background Checks:
The incumbent performs duties within an office environment and may also be expected to perform certain related duties in an outside environment. Outside environment may be in hot, cold or inclement weather and may require the incumbent to traverse (by vehicle or foot) over certain rough or uneven ground surfaces.
