The City and County of Denver's Police Department is seeking a Paralegal for the Civil Liability Bureau.

The Civil Liability Bureau is responsible for identifying and producing relevant records in contemplation of litigation or pursuant to claims and lawsuits. Personnel assigned to the Bureau are given access to confidential, law enforcement sensitive records and are expected to maintain the confidentiality of all information. The paralegals are responsible for analyzing requests, identifying responsive documents, accessing various internal and external databases and tracking case progress. Personnel work closely with members of the City Attorney and District Attorney offices and appear in court with documents pursuant to subpoena.

We are seeking a professional Paralegal to maintain strictest confidentiality, work independently with little supervision, take initiative for process improvement, and be fully skilled in computers with ease of learning new systems, and potentially upgrading unit technologies.

Job Responsibilities:

1. Accurately process and complete open record and production requests received by the Denver Police Department from outside governmental agencies and private entities . The paralegal must log requests in an Excel database and have extensive knowledge of the Colorado Opens Records Act and the Colorado Criminal Justice Records Act. They must work within a statutorily defined time-lines and access Denver Police Department databases to complete requests for information and stay within established records release guidelines.

2. Follow department procedures in processing and responding to Subpoena Duces Tecum. They shall work with the Denver City Attorney’s office and appear in court on the return date of subpoenas and shall comply with Court orders on release of department files.

3. Maintain a close working relationship with the Denver City Attorney’s Office by processing document, case and electronic media copy requests of Denver Police Department files in cases of civil litigation involving the Denver Police Department. Examples of requested files include, but are not limited to, General Offense Reports, Officer Daily Activity Log Reports, Denver Police dispatch tapes, H.A.L.O. videos and other internal electronic media as well as internal documents related to departmental activities and investigations. Organize and index case/matter documentation making it available and easily accessible to city attorneys. They shall assist in the procedures involving Lawsuits, Interrogatories and Claims for Notice of Intent to Sue involving the Denver Police Department.

4. Maintain a close working relationship with the Denver District Attorney’s Office by processing document, case and electronic media copies of cases filed by the Denver Police Department.

5. Review, analyze, and identify various documents by conducting factual research into various cases and/or matters investigated or prepared by the Denver Police department.. Prepare and provide materials, documentation, and reports on the research results to department command staff.

Qualifications:

Knowledge of legal research techniques and civil investigation procedures sufficient to be able to determine relevant information, locate reference material, compile and analyze appropriate information and formulate logical recommendations. Must have extensive knowledge of the Colorado Opens Records Act (CORA) CRS 24-72-201 , et.seq. “Public Records” and the Colorado Criminal Justice Records Act (CCJRA) CRS 24-72-301, et. seq . “Criminal Justice Records”. Knowledge of police procedures and previous experience in working with a criminal justice agency is preferred.

Skill in the use of computer software, including word processing, spreadsheet, document management, electronic mail and database programs. Knowledge and experience with the following computer programs and databases are considered essential; CUFFS, County Court records, State Court records, MugWeb, Audio Logger, Oracle BI dashboard (CADS), Versadex and OSI.

Education Requirement:
Possession of Paralegal Certification/Degree from an accredited institution. TRANSCRIPTS MUST BE ATTACHED TO YOUR APPLICATION.

Preferred Experience:
Experience in a criminal justice agency dealing with records release policies preferred.

Additional Requirement:
Must pass a police background investigation and polygraph examination. The restrictions on recent drug use apply to this position.
