High School graduate or the equivalent and four years of office experience. -OR- Post secondary training from a vocational school or college and three years of office experience. -OR- Combination of education and experience equivalent to four years of office experience in an office setting with similar duties and responsibilities as listed in the examples of work. Individuals required to use County vehicles and equipment must have a valid Minnesota driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work:
Clerical work involving the application of specialized knowledge of procedures, records and regulations in regard to housing, building code, and land development. Responsible for the performance of varied and technical clerical duties pertaining to the area of assignment in accordance with established laws, regulations, policies, and procedures relating to functions of the area of specialization. The classification differs from the Clerk Specialist I in that it includes a great complexity of tasks in the area of specialization and may include assignment of tasks to other clerical staff. Requires the exercise of independent judgment and interpretation and is performed under general supervision with periodic review for accuracy and conformance with prescribed standards.

Examples of Work:
Assists customers and clients directly or refers them to the appropriate staff Provides skilled clerical support to other staff Attends meetings, composes written minutes, documents and correspondence and is responsible for errors and omissions Coordinates notices and assembles meeting packets Distribute items electronically and post them to a web site Reception and cashier skills (trusted to handle money and balances daily transactions) Maintains records pertaining to office activities Prepares a variety of legal forms or reports Performs general secretarial and/or bookkeeping duties related to area of assignment May perform related work as required

Ability to provide good customer service Ability to perform complex clerical tasks and handle routine decisions in accordance with policies Good Microsoft Word and Excel skills Knowledge of office practices and procedures Ability to compose written meeting minutes Ability to establish and maintain effective working relationships with other employees Ability to follow policies, regulations, statutes, procedures, and practices pertaining to the area of specialization Knowledge of business arithmetic Knowledge of legal and technical forms and terminology in the area of specialization Skill in the use of office equipment Ability to make work decisions in accordance with laws and policies Ability to maintain and revise records and to control their use and presentation Ability to type rapidly and accurately from copy Ability to prioritize and assign work Ability to stay calm under pressure In compliance w/ the Americans with Disabilities Act the following represents the Physical/Environmental Demands : This position requires a majority of time (up to 70%) spent walking and sitting. Some standing is required and objects of usually no more than ten (10) pounds need to be lifted, carried or pushed. Adverse movements such as reaching overhead, bending or crouching are sometimes required. Simultaneous/repetitive use of both hands is required for writing and data entry. Excellent sensory skills are important (sight, hearing and speech) as well as ability to communicate effectively. No adverse working conditions.
