General Statement of Job

The Clinical Informaticist (CI) will provide leadership in all aspects of the life cycle of Clinical Information systems. In particular, the CI will serve as a liaison between clinicians and IT professionals to facilitate a common understanding of clinical standards and process improvement activities across multidisciplinary teams throughout the lifecycle of clinical systems implementations and maintenance activities. The Clinical Informatics acts as supporter and change agent for Primary Care Clinics (PCC) leaders and clinicians to ensure maximum benefit of the Electronic Health Record (EHR) and compliance with federal and state regulations. The focus of the role is to facilitate clinicians and PCC leaders towards adoption of the EHR by acting as a liaison between operations, the clinical setting workflows, and information technology.

Specific Duties and Responsibilities

Essential Functions:

CI will have primary responsibility for strategic planning and project management of technology enabled initiatives to improve clinical quality and operational outcomes for HCD PC Clinics. This position will lead in developing and overseeing project plans as well as the technical and analytical infrastructure necessary to maximize the use of electronic health record technology and effectively utilize the data provided to improve patient health outcomes and obtain available marketplace incentives. This position has primary responsibility of determining the needs and requirements for clinical applications in Primary care healthcare settings.

This position will have a key role in the development, management and delivery of EHR adoption and implementation support services to HCD Primary Care Clinics and will serve as liaison with Allscripts Enterprise as well as HCD IT Department and PCC management. This position will have crucial role in optimal use and aggregate data visualization, UDS reporting and analysis.

In early phase, this position will coordinate product procurement, installation, project management and user training for PCC employees to ensure effective initial implementation as well as sophisticated, on-going use of all available features.

CI will work on developing and managing project plans to procure and implement electronic messaging and other electronic patient communication tools to augment EHR use and ensure that members achieve and maintain both patient centered medical home and meaningful use status. Coordinate network-wide ongoing training programs to ensure all PCC employees are proficient in the use of advanced functionality and/or newly released features. Develop and coordinate customized, on-going training programs for clinical staff to address identified training needs and gaps in product utilization at the clinic level.

Work closely with the Clinical Quality Improvement Staff to design and implement quality improvement programs that are both fueled and fostered by the aggregated data presented.

Maintain close coordination with and serve as staff support for HCD Finance, Clinical and IT department, assisting in preparation of UDS reports, monthly meeting content, attending all meetings and coordinating all follow-up items and activities.

Maintain up-to-date knowledge of trends and advances in the field of Nursing and Healthcare Informatics, as well as new developments in hardware and software technology.

Maintain up-to-date knowledge of HIPAA, Joint Commission standards, HRSA requirement, management and healthcare issues and trends, and the legal implications of the EHR.

Assisting in writing project specifications from the customer for both internal and client healthcare policies.

Managing the changes in workflow process that will need to be made with the system changes, specific to coding and healthcare policies.

Maintain responsibility for full systems development lifecycle, including project planning and initiation, requirements analysis, system design and development, system testing, user training, system implementation, operations, and maintenance.

Emergency duty may be required of the incumbent that includes working in special needs or Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Position Qualifications

Education:

Bachelor's Degree in Nursing, Business or Computer related field required.

Experience:

Five (5) years experience in multiple clinical settings; including, history of collaborative working relations with multiple Hospital disciplines managing IT related clinical projects and an understanding of clinical workflows required. Experience with commercial EHR preferred. Additional experience may substitute for the education requirements listed.

Certification:

Health information certification preferred.

Licensure:

State of Florida Registered Nurse license required for candidates with a Nursing degree.
