The Department of Behavioral Health and Developmental Services' Office of Information Services and Technology (IS&T) is seeking two (2) skilled professionals to serve as Clinical Operations Analysts. These positions are the "hospital side" business analysts who will capture, translate, document, and communicate clinical user requirements into technical artifacts and documentation used by the Clinical Applications Specialist on the "Information Technology side" charged with building and implementing Health Information Technology (HIT) systems. Will be responsible to ensure that there is a thorough understanding of the hospital side workflows for implementation and operation of the EHRS solution in the hospitals and training centers. Positions will have a major role in the integrated testing and training within the hospital environment. Serves as a focal point for communication of departmental/unit needs, requirements, specification, decisions and issues between end-user department leadership, users, and implementation project team. Keeps current with healthcare industry standards and best practices, federal, state, as well as other regulatory bodies. Interacts with DBHDS users and agency personnel as needed.

Minimum Qualifications
Broad understanding of healthcare delivery processes and best practices, Health Information Technology (HIT) tools, and HIT configuration/build tools and processes. Excellent interpersonal and communication skills. Self-starter capable to facilitate/lead groups of physicians, nurses, and other healthcare delivery personnel to define and document clinical, business, and operational requirements for software applications. Good negotiation skills and capable to achieve team agreement for contentious issues. Strong time-management skills. Previous work experience using an EHRS. Excellent oral and written communications skill and group facilitation skills. Ability to represent workflow processes using business process modeling tools. Thorough understanding of software development methodologies and documentation requirements.

There will be two levels of analysts. Specific requirements for each level is below:

Clinical Operations Analyst III
- Licensed/certified professional in healthcare delivery for a relevant clinical domain (Nursing, Pharmacy, etc) and considerable years of work experience in a healthcare delivery environment for a specific EHRS product segment (Reimbursement, Health Information Management, Interface Engine, etc)

Clinical Operations Analyst II
- Previous work experience in a healthcare delivery environment for a specific EHRS product segment (Reimbursement, Health Information Management, Interface Engine, etc)
