Researches legal residency and property tax exemption (Homestead) claims, creates case files and parcel owner documentation, provides summary reports and clarifies back-tax billing arrangements with state and county governments regarding ineligible property tax exemptions.
The EES Research Specialist may perform one or more of the following duties:
Reviews and interprets related state and county exemption requirements to validate individual parcel owner compliance
Identifies property tax exemption anomalies or inconsistencies by applying specific state and county requirements to data provided
Analyzes and reviews individual cases with various on-line research tools including public web-sites and proprietary search engines
Conducts appropriate telephone verification calls to other state and/or county jurisdictions
Clarifies eligible property tax exemptions and identifies potential ineligible property tax exemptions based on state & county criteria
Documents the scope of specific property tax eligibility/ineligibility in the current tax year, prior tax year and earlier tax years based on state/county guidelines
Create reports and individual case and supporting documentation regarding various data base research
Clarifies reports for presentation to the state/county for further action (back-tax billings)
Ensures compliance with federal, state and local legislation regarding reporting and privacy issues
Effective oral and written communication skills
Acquires and reviews exemption data from ACS clients
Submits client data for processing with 3rd party “Homestead Algorithm” provider
Prepares the results from the 3rd party process for the EES Representatives by creating readable data files from the raw output
Assists the EES Project Manager to determine applicable back-taxes, penalties/fines and/or interest applicable for each case (as applicable)
Provides analysis and reports on EES improvements, performance metrics and enhancements to productivity
Assists the EES Project Manager train and develop newly hired EES Representatives
Provides quality assurance audits and additional performance feedback to EES Representatives and Management
Manages ad hoc projects requested by internal client
Other duties as assigned
