Common Services Strategic Advisor

OVERVIEW

The Common Services Strategic Advisor will provide high level support to the Intelligence Community Chief Information Officer’s (IC CIO) lead for the Applications Line of Business within the Common Services Branch (CSB). The successful candidate for this position must quickly develop a broad understanding of the needs of CSB and overall of the IC CIO in its oversight and management responsibilities of the IC IT Enterprise. The individual selected will be responsible for the development of programmatic documents such as concept of operations and statements of work; review and summary of implementation plans, policies, and technical solutions; and general program management oversight tasks related to Applications Line of Business initiatives and services. The individual must be able to oversee program management offices by tracking cost, schedule and performance aspects of Applications Line of Business initiatives and services. The successful candidate will be required to provide concise summaries of events, recommended courses of actions and briefings to IC CIO government staff. The individual will be required to use their experience and communication skills to effectively support government leadership in the execution of these responsibilities.

The successful candidate must project a professional demeanor, utilizing oral and written communication skills of the highest quality. Interpersonal skills are extremely important as this position requires working with a senior professional staff, high-level government leadership within the Office of the Director of National Intelligence (ODNI), and mid- to high-level government leadership within the Intelligence Community agencies. The successful candidate must be self-motivated, flexible, and willing to take the initiative on tasks supporting the MED and NAPA leadership.

RESPONSIBILITIES

The primary responsibilities for the (Collaboration Services Advisor) Common Services Strategic Advisor include:
  • Participates in the development of long-range objectives and strategic plans for IC IT Enterprise services
  • Develop and review of business cases, management plans, and other relevant documents
  • Conducts oversight activities to ensure services are on schedule and meet requirements
  • Provide programmatic and analytical guidance to the service provider
  • Participate in working groups, technical exchange meetings, board meetings, and other conferences/coordination events as required
  • Facilitate and resolve issues among Intelligence Community elements
  • Review and comment on engineering documents
  • Research and deploy best practices for customer support
  • Assess the feasibility, technical adequacy, and effectiveness of service provider-proposed solutions
  • Frequent, reimbursed, local area travel in the Washington DC Metropolitan Area
QUALIFICATIONS

Required:
  • 10-15 years of experience with preferably 5+ years in the IC
  • Experience performing program management activities
  • Demonstrates advanced problem solving, decision making, and functional knowledge
  • Demonstrated excellent communications skills, oral and written
  • Knowledge of roles and missions of DNI, IC CIO, and the 16 Intelligence Community Elements
  • Bachelor’s Degree in an engineering, business or intelligence-related field
  • TS/SCI clearance with polygraph
Desired:
  • PMP Certification
  • Systems engineering and/or systems integration experience
  • Knowledge of Ozone Widget Framework, Application Mall, Enterprise Registry and Repository, and/or INTELINK initiatives
