The incumbent of this position acts as a Commonwealth Information Warehouse (CIW) Technical Lead by performing activities related to supervising a team of developers and the design, development and maintenance of the CIW in conformity with customer, Application Office, and Information Technology Division (ITD) standards and procedures.

A high level of understanding of Oracle and SQL server databases; knowledge of ETL (Extract, Transform and Load) functionality and tools; coding and documenting scripts and stored procedures and generation of reporting tables and views are key responsibilities of this role. Demonstrating service excellence, a pro-active and collaborative approach to service delivery, the ability to lead a team, mentor staff and possess a strong customer focus are all mandatory for the incumbent of this role.

The CIW Technical Lead has a high level of technical, programming and data warehousing skills, and is expected to provide input in the development of the product’s technical direction, overall architecture, participate in all scheduled upgrades and perform regular work activities. The incumbent of this role is able to complete the most complex, difficult assignments and must demonstrate an ability to multitask, supervise team members, mentor more junior people, and support and practice ITD Team Values.

Duties: •
Supervise and lead a team of developers. •
Gain a through and in-depth understanding of the business and business processes supported by the CIW. •
Have a through and in-depth understanding of the technical architecture and all components of CIW including expertise level knowledge of Oracle and SQL Server databases; the development of ETL processes, appliance server technology (Netezza) and development of database objects. •
Work in conjunction with the business, customers and ITD’s Infrastructure Planning Group in the design and development of the technical architecture for the CIW •
In partnership with ITD’s Technology Office and Operation’s staff, maintain technical platforms for production and test environment to ensure adherence to CIW and ITD data security constraints and system availability. •
Develop technical documentation and models according to the Application Office standards, policies and procedures. Utilize SOA (service oriented architecture) solutions and tools whenever appropriate and follow SOA standards? •
Work with the CIW Development Manager in identifying educational requirements for the group in the development of training plans and mentor staff members. •
Ensure that work is completed in a timely manner; meets customer business needs and will execute correctly and efficiently within the production environment by creating technical design artifacts developing code with a high level of proficiency, performing detailed and thorough testing and actively participating a walkthroughs of artifacts. •
Work with team members to verify that additions to the batch processing cycle are well documented, have all necessary alerts defined, execute in the most efficient manner, and will run without manual intervention. •
Complete all software configuration/turnover tasks according to documented procedures and best practices. •
Clearly and concisely communicate status of all assigned tasks to management and customers according to published workflows. •
Keep production application(s) running correctly during assigned on-call periods, which are scheduled on a rotating 24-hour, 7-days-a-week-basis. Investigate all issues and problem solve according to published work flows. When assigned to an on-call rotation cycle, the incumbent is considered to be an essential employee and must be prepared to perform on call duties, onsite or remotely, during emergencies. •

Preferred Qualifications: • Experience working as a data warehouse developer using Microsoft SQL Server, Informatica (ETL) mappings and workflows or similar ETL tools. •
The ability to develop or support programs using SQL and knowledge of Cognos or similar business Intelligence tool. •
Expertise in the concepts and fundamentals of database structures and data warehousing, including dimensional modeling, metadata, data cleansing, security, technical standards and performance tuning. •
An understanding of data warehouse platforms and SQL Server and Oracle database management systems. •
