DEFINITION : The Communications Specialist serves as a producer and director of the Communications Department for programming on the City’s governmental television station, YouTube channel, other video webstreaming outlets and social media networks, videos for training and safety, and the video production of City-sponsored or supported community and/or recreational events. The position requires a high level of independent proficiency in setting up, operating and maintaining all audio and video production equipment, which is used to record, cablecast, and video webstream city public meetings and local government produced programs. The quality, proficiency and timeliness of the employee’s work must be of consistently high caliber and is subject to the scrutiny and review of the Communications Director. The employee is under the administrative direction of the Communications Director. All employees are responsible to the City Manager. This position is classified as Non-Exempt for the purposes of the Fair Labor Standards Act. As Safety Sensitive, the employee is subject to pre-employment, reasonable suspicion, post-accident (incident), random, promotion and transfer, return-to-duty, and follow-up drug and alcohol testing.

ESSENTIAL FUNCTIONS OF THE JOB :
a. Assists the Communications Director in disseminating City information to the public via television and internet through the utilization of the City’s government television station, the City website, and social media networks.
b. Creates, coordinates, produces, writes scripts, directs and edits the highest possible quality local government television programming that is impartial, informative, interesting and beneficial to the citizens of Murfreesboro by following the City of Murfreesboro Programming Policy and Procedures for Murfreesboro CityTV.
c. Performs pre-production and post-production non-linear editing.
d. Types using a video character generator for productions and the station’s video bulletin board messages.
e. Operates a video camera and various microphone and audio systems.
f. Creates animated graphics.
g. Sets up, tests, operates and breaks down audio and video production equipment, lighting, A/B roll and non-linear editing systems, and associated computer equipment.
h. Sets up audio and video production equipment to broadcast video standards.
i. Correctly incorporates the use of a vectorscope and waveform monitor for video and limiters and meters for audio productions.
j. Technically directs live and recorded meetings and projects as assigned by the Communications Director.
k. Supervises, trains and assigns part-time Video Journalist employees.
l. Coordinates and prepares field sites for remote location productions.
m. Performs occasional on-camera and voice-over work for City productions.
n. Maintains a library of videos produced for or acquired by various City departments.
o. Programs a computer-based automated television playback system.
p. Uploads videos to the City’s website, YouTube channel, and other social media networks.
q. Safely operates a motor vehicle and cargo van for the purpose of conducting official duties for the City of Murfreesboro, which duties may include transporting other City employees.
r. Work is performed typically standing, walking and sitting; however, bending, stooping, reaching, climbing stairs, and actively handling, operating and lifting bulky audio/video equipment and cases weighing up to fifty (50) pounds is required on a frequent basis.

TYPICAL QUALIFICATIONS: REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :
a. Must be at least twenty one (21) years of age.
b. High school diploma or GED equivalent required. Bachelor’s Degree in the area of Television Production or closely related area preferred.
c. Two years of work experience at full-time paid employment in professional television production required.
d. Must have legal authorization to work in the United States of America.
e. Must possess a driver’s license valid in the State of Tennessee with the ability to safely operate a motor vehicle and cargo van.
f. Must have reliable transportation.
g. Must maintain automobile liability insurance on vehicle used to perform job duties for City of Murfreesboro of at least $100,000 single limit and $300,000 aggregate, or such other amount as city-wide policies may require in the future.
h. Ability to drive a cargo van for the purpose of transporting equipment to field sites for remote location productions.

violent felony, regardless of the amount of time since the offense (Examples of violent felony offenses include, but are not limited to, murder, manslaughter, aggravated assault, kidnapping, robbery, aggravated burglary.);
felony offenses, or any violation of any federal or state laws or city ordinances, relating to theft, dishonesty, gambling, or embezzlement within the last ten (10) years;
felony offense (other than violence or sex) within the past five (5) years;
felony offense relating to possession, manufacture, or sale of controlled substances, controlled substance analogues or drug paraphernalia within the last ten (10) years;

l. Possess temperament and good judgment to effectively deal with the public and/or City employees, some of whom may be irate or unreasonable.
m. Possess excellent human relations skills with the ability to communicate effectively with the public, elected officials, department heads, and other employees of the City.
n. Excellent communication skills, both written and oral.
o. Must be computer literate and highly proficient in a Windows operating system environment, computer automated television playback formats, non linear editing systems, video webstreaming software, and social media networks.
p. A general understanding of the use and theory of operation of audio and video production equipment, signal path, lighting, sound and aesthetics for television production.
q. Ability to load and unload various equipment, cases and cabling in and out of a cargo van during field productions.
r. Must have keen sight for color/clarity correctness for video and an ability to mix and balance multiple audio sources.
s. Ability to work variable hours, including week nights and occasional weekends or holidays and to perform occasional overtime.
t. Literacy in English with the ability to understand, communicate to others, and carry out oral and written instructions and follow posted schedules.
u. Ability to independently set up and operate multiple camera video and multi-channel audio production/recording system.
v. Ability to produce and direct local government programs which includes writing scripts and editing video.
w. Ability to edit using an A/B roll (Sony BVE2000 preferred) and non-linear (Avid Media Composer and Avid DS preferred) editing systems.
x. Ability to operate an ENG video camera (Sony HD XDCAM preferred).
y. Ability to operate a robotic video camera system (Telemetric control system preferred).
z. Ability to operate computer graphics equipment (Avid Deko, Compix Media and Tightrope Carousel preferred).
