INDIAN HEALTH SERVICE IS CURRENTLY RECRUITING A COMMUNITY HEALTH NURSE

These vacancies are being filled through the Office of Personnel Management's delegated Direct Hire Authority. A severe Government-wide shortage of candidates exists and/or a critical hiring need is
present for this occupation as determined by the Office of Personnel Management (OPM).
Therefore, these Federal positions are also being filled through OPM’s Government-wide Direct Hire Authority (DHA). This flexible hiring authority has been authorized by the Chief Human Capital Officer Act of 2002 (Title XIII of the Homeland Security Act and codified at 5 U.S.C. § 3304). MAJOR DUTIES:
  • Provides skilled nursing care to the individuals and families including measures designed to promote wellness, to prevent complications, and to minimize disabilities.
  • Teaches and supervises patients and families in techniques of positive health measures.
  • Provides assistance to patients and/or families in understanding, accepting, and adjusting to the implications and responsibilities of medical care diagnosis and treatment.
  • Coordinates and collaborates program activities with other health agencies.
  • Assesses trends or symptoms, diagnosis needs, and implements a plan of action to meet these needs by providing health services to communities, families and individuals.
  • Maintains, reviews electronic health/health information records, reports, and total community health nursing program for the purpose of quality assurance, performance improvement, cultural dependency, and GPRA/JCAHO/CMS/ACOG requirements for the hospital and service unit.

Nurse: Must possess and maintain a valid, current, unrestricted license or certification in a

State.

BASIC REQUIREMENTS:
Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (One year of nursing experience as a military corpsman that has been accepted by a State licensing body may be accepted in lieu of education at the GS-4 level.)

Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.

The following shows the amounts of education and/or experience required to qualify for this position:

GS-9: One (1) year of specialized experience equivalent to at least the GS-7 grade level.

Specialized Experience: For GS-9 level, you must have one year of experience (equivalent to the GS-7) that included duties such as:

  • Performs home visits, holds individual and group conferences and teaches through demonstration.
  • Counsels and refers individuals to the full range of health services available.
  • Utilizes nursing process in order to assess, plan, implement and evaluate health needs in providing nursing care to individuals and families..
  • Communicate patient information with other medical personnel.
GS-11: One (1) year of specialized experience equivalent to at least the GS-9 grade level.

Specialized Experience: For GS-11 level, you must have one year of experience (equivalent to the GS-9) that included duties such as:

  • provides independent primary health care and generalized public health nursing services in clinics, homes, hospitals, schools, and assists the community in planning and evaluating a local health care delivery system.
  • Conducts community analysis in partnership with community representatives, and in collaboration with other public health or health care professionals.
  • Teaches and supervises patients and families in techniques of position health measures, accenting and adjusting to the implications and responsibilities of medical care, diagnosis and treatment.
  • Performs home visits, holds individual and group conferences and teaches through demonstration.
  • Counsels and refers individuals to the full range of health services available.
  • Plan and evaluate a community health nursing program.
  • Conduct surveys, investigations and researches studies to appraise health needs.
Specialized experience is experience that equipped the applicant with the knowledge of a wide range of professional nursing theories, procedures and techniques used in the care and treatment of patients. Skill to develop and implement a nursing care plan that meets the needs of the patient. Knowledge of regulation and standards of nursing regulatory and credentialing groups. Knowledge of principles and practices related to personnel and organizational management. Ability to motivate and challenge nursing staff to achieve professional growth, and accountability in the provision of quality patient care. Ability effectively communicate, verbally, and/or in writing, with all members of the health care team, patients, families, public, etc. through formal and informal mechanisms. Knowledge of principles and methods of performance improvement and ability to apply. Knowledge of and ability incorporate, cultural impact on health care provision. Knowledge of established hospital, and JCAHO requirements for clinical and documentation protocols, safety, infection control, quality assurance etc., to insure compliance with policies and provide consistent training and guidance for unit staff. Knowledge and ability necessary to provide care appropriate to the age of patients served. Knowledge of the principles of growth and development over the life span. Ability to identify and categorize each patient's age-specified grouping needs, i.e., infant, adolescent, or geriatric patients.
