We are seeking a professional, detail-oriented candidate, whose primary focus will be the support and maintenance of the Human Resources Information System (HRIS) and administering the county compensation plan and job classification system.
Examples of Important and Essential Duties:
•Acts as the primary owner and maintains the integrity of the HR data structure.
•Maintains position control setup and works closely with Finance in ensuring correct position budget and cost center status.
•Processes payroll changes in accordance with the provisions of the county's personnel policies and procedures and approved pay plan.
•Inputs new employee information and updates employee salary, review dates, and status using HRIS software to reflect changes.
•Exports data into Excel and builds spreadsheets using correct formulas, notes, and links between tables and worksheets.
•Maintains JD Edwards Salary Range Files, Job Files and Position Control Files.
•Maintains and monitors county employees' performance appraisals, appraisal history, employee supervisors and employee insurance enrollment dates.
•Creates and monitors proposed budget positions as requested by the Finance Department.
•Based on a compensation market analysis, recommends market adjustments to salary ranges, prepares annual pay plan and salary portion of the countywide budget.
•Performs regular reports/audits to ensure compliance with policies, procedures and applicable laws.
•Assists in the development and maintenance of the compensation infrastructure, including new salary ranges and creating and maintaining job codes and salary range tables.
•Conducts and coordinates data gathering, reporting, and administration of annual pay plan.
•Provides administrative, technical and analytical support in the area of compensation, including, writing and updating job descriptions, evaluating jobs and determining their classification.
•Supports the development of a comprehensive compensation program and assists with collecting and analyzing data.
•Prepares survey submissions, market assessments, and analyzes survey results and performs other analyses as needed.
•Develops and maintains compensation data, tables and overall set-up in all HRIS systems; maximizes HRIS system capabilities to administer all compensation programs effectively and efficiently.
•Conducts studies for specific functional areas; analyzes market trends; completes statistical reports and assists in the development of recommendations and action plans designed to attract, retain and reward employees.
•Resolves routine compensation concerns and responds to issues and questions from departmental managers, supervisors, and other county staff.
•Gathers data and prepares survey questionnaires for participation in various external salary and compensation surveys.
•Assists in the development of communication materials related to compensation programs.
•Develops and documents procedures in order to meet compliance requirements, streamline current process and strengthen internal controls.
•Keeps abreast of changes in the compensation field by reading journals and attending seminars and training classes.
•Performs other related duties and responsibilities as required.
•Experience: Minimum of three years of previous experience in compensation administration is required. Minimum of three years of experience with an automated HRIS system, preferably JD Edwards, is also required.
•Education and Training: Bachelor's degree in Human Resources, Business Administration, Finance or a related field is required.
•License or Certificate: CCP and/or PHR Certifications preferred
•Background Check: Must pass a criminal (CBI) background check.
Days/Hours: Monday through Friday, 8:00 a.m. to 4:30 p.m.
