The Compliance Analyst provides leadership and subject matter expertise on all escalated Compliance/Legal projects to efficiently and effectively minimize adverse actions by working closely with AHA’s Legal Department, outside Counsel, and Housing Choice management.
As a role model for the team, the Compliance Analyst provides excellent customer service to clients; adheres to department and agency protocols; and completes all tasks within required timelines. This individual seeks continuous quality improvement methods utilizing information technology solutions, and embraces innovation and creativity in developing and implementing unique programmatic solutions allowed under the agency’s Moving to Work Initiative (MTW).
The Compliance Analyst performs a variety of duties administering the Housing Choice Voucher Program. These include (but are not limited to): client interviews, determinations of eligibility, calculations of housing subsidies, Catalyst compliance monitoring, and prompt completions of all data processing and analysis.
A Compliance Analyst is a strong individual contributor with extensive direct subject matter knowledge and successful track record in meeting all operational performance indicators as a Specialist; demonstrated ability to lead a project team providing motivation and collaboration among team members; excellent customer service provider; requires minimal direction and oversight; and is a creative problem solver with excellent personal organizational and planning skills.
Essential Duties and Responsibilities:
Independently manages small projects as assigned by developing project plans, identifying and collaborating with other team members, interfacing with other departments, offering guidance to Participants and Landlords and providing thoughtful solutions and recommendations to Housing Choice management. Also, responsible for providing oversight of appropriate implementation of corrective actions.
Receives reports of program fraud and abuse, reviews recommended actions, conducts additional research and investigation as needed and finalizes proposed program termination actions.
Accepts, schedules and conducts file reviews of Participant and Landlord files with outside Legal entities. Reviews legal files for completeness and accuracy prior to scheduled Legal Aid review.
Prepares summary analysis and file review report in preparation for Legal Counsel review and use in litigation and hearings.
Provide guidance on legal and regulatory requirements, including identifying risk factors and advising management on effectively monitoring, detecting and resolving such issues within Housing Choice.
Attends Court as Subject Matter Expert/Witness to Housing Choice Operations processes as required.
Maintains legal issues log to ensure effective resolution and closure of all matters referred to the Legal department.
Conducts escalated quality assurance reviews of Participant and Landlord files.
Interfaces directly with program Participants and/or Landlords as needed to conduct interviews; collect paperwork; conduct termination hearings; and resolves issues, complaints or problems.
Provides excellent direct customer service to all clients and landlords participating in the Housing Choice Voucher Program; respond to inquiries and requests from clients, landlords and the general public.
Collects, reviews and processes data specific to assigned functions within required timelines; calculates tenant rents and housing assistance payments in accordance with established operational procedures.
Documents all tasks completed in the appropriate client file in computer system; maintains documentation for all transactions in a neat and organized manner in accordance with established file requirements.
Responsible for timely and accurate follow-ups to complete tasks; opens, reviews and acts upon all mail received within established timelines; utilizes only agency approved forms, letters and correspondence; assures that all correspondence issued is the correct and most recent version.
Contributes to assigned team; actively participates in team meetings, process improvements and other special projects; collaborates with and supports all team members and follows through on initiatives and assignments as directed.
Embraces and supports all initiatives, policies and procedures within the Housing Choice department; implement all new requirements in accordance with established guidelines.
Performs other related tasks as required.
Education and Experience:
Bachelor’s degree in business, public administration, urban studies, social services, or related field preferred. Law degree, training or experience in the legal or compliance fields, a plus.
Requires functional proficiency with technology used on-the-job to include Microsoft Office Suite and proprietary software, as well as proprietary database operations and other technology applications used to support organizational objectives.
Some formal certifications will be required for the job and must be completed within 6-12 months of date of hire; these may include but are not limited to: Section 8 Voucher Specialist & Rent Calculation.
Knowledge and Skill Requirements:
Must have excellent organizational and planning skills, as well as ability to effectively and succinctly communicate complex situational information.
Must be able to become proficient with proprietary database operations (Oracle-based applications, etc.) and possess sound familiarity with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.)
Knowledge of Atlanta Housing Authority, Housing Choice, and/or HUD section 8 programs preferred.
Generally works in office environment. Must be able to sit and stand for long periods of time. Must be able to work in a deadline-focused and fast-paced environment. May be required to have valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Driver’s List.” Occasional overtime as required to meet workload demands.
