Purpose of Role
The role holder oversees the BT Conferencing’s Public Sector Compliance Program and supports operational teams to ensure understanding of regulatory requirements, with an emphasis on government contracting compliance. They are an expert in the government contracting area and will support teams by proactively ensuring compliance and risks identified and managed. Responsibilities include managing the Public Sector Compliance Program, including all necessary training and policy development, incident and status reporting to the division head and Global Leadership Team; liaison with other functions and with the BT Group Compliance team to ensure appropriate support of and coordination with the Public Sector Compliance Program.
To undertake a comprehensive review of BT Conferencing’s policies, procedures and mechanisms at every level to ensure compliance with applicable state and federal laws, rules and regulations, and internal policies and protocols
To support the development and implementation of the BT Conferencing’s Public Sector Regulatory Compliance strategy.
To support and work with operational teams to ensure understanding of government contract regulatory requirements, developments and management of regulatory risk, both on a day-to-day and future looking basis.
To support the development and establishing standards, policies and processes.
To support the development of appropriate policy framework to ensure that the BT Group meets with Compliance obligations nationally and internationally where necessary.
To support the development and monitor compliance recovery programmes.
To advise or lead operational teams.
Train senior management regarding the Corporate Compliance Program.
Ensure that the importance of ethical and legal conduct and applicable standards is communicated to all BT Conferencing employees and that all employees receive periodic training in these matters
Monitor and evaluate regulatory developments highlighting issues to the BT Regulatory community.
Gives day to day assistance and expert advice to operational management with regard to general Regulatory Compliance issues.
Supports the Senior Compliance Manager on key projects and tasks.
Advises management and gives both general and detailed assistance in relation to Regulatory Compliance issues.
Significant experience in federal, state and local government contracting, with specific ethics/compliance program experience or legal experience.
Detailed knowledge of the Federal Acquisition Regulation.
Detailed understanding of government requirements/expectations for contractor’s compliance programs.
Familiarity with HIPAA and MDDS regulations preferred.
Demonstrated effectiveness operating in complex organizational environments.
Excellent written, oral, and presentation communication skills.
Proven ability to work with all levels of management.
Strong problem solving skills.
Demonstrated ability to partner effectively with others in handling complex issues.
Strong influencing skills and sound business judgment.
Bachelor's degree required in contract and compliance management or related field.
Minimum of eight years professional job experience required, with at least four years of demonstrated leadership or experience in financial, legal, compliance or audit issues, with specific emphasis on government contracting compliance.
Professional experience within a large company or government contractor.
In-depth understanding of key applicable federal, state and local legislation, ability to read and interpret complex regulatory or legal documents and ability to communicate technical and complex concepts required .
Good interpersonal skills.
Good understanding of the relevant business area in terms of its business priorities.
