GENERAL DESCRIPTION OF CLASS: The primary purpose of the position is to ensure compliance with federal, state and local laws and regulations regarding the Community Development Block Grant (CDBG), HOME Investments Partnership Program, and other federal and state assisted programs. Responsibilities include compliance monitoring and project evaluation. Incumbent performs special projects and research related to the programs administered by the department. Work requires the incumbent to be proficient in both written and oral communications.ESSENTIAL TASKS: Performs monitoring of departmental and other grant program activities to ensure compliance with funding requirements.
Provides technical assistance to staff to develop their capacity to implement a project and to report program accomplishments in compliance with applicable rules and regulations. Monitors federal labor standards activities related to any Section 3 and Davis-Bacon issue if necessary. Monitors CDBG, HOME, and other administered programs (ESG, NSP, etc.) project performance related to achieving the national objective of benefitting low and moderate income households and sub-recipient performance. Assists with the planning and development of the consolidated Plan for Housing and Community Development and the Annual Action Plan.
Monitors the data within the Integrated Disbursement and Information System (IDIS). Conducts research and compiles statistical data related to staffing, costs, procedures and policies required to develop proposals for new and continuing federal and state grant programs. Prepares and updates Environmental Review Records as required for various programs: - Researches and prepares assessments for approved activities which include issues such as alternate approaches, noise assessments, historic preservation, etc. - Prepares and submits notices and affidavits related to the environmental review process.
