The Finance Department at the City of Urbana is seeking a dedicated, team-oriented leader with solid financial expertise and a commitment to excellence to join our team as our new Comptroller. The successful applicant will oversee six program areas and a department of 18 talented employees. Our ideal candidate will combine excellent financial acumen and communication skills with a passion for excellence and innovative leadership skills. Individuals with at least ten years of progressive executive experience in governmental accounting, highly developed leadership and communication skills, licensed Certified Public Accountant or equivalent professional credentials, advanced understanding of the municipal government processes and operations, and a strong understanding of the Generally Accepted Accounting Principles are highly desired.

Advanced degree completion and/or professional certification is desirable.

Experience in negotiation and directing activities related to insurance and collective bargaining agreements and risk management are strongly preferred.

Job Summary

The Comptroller is the chief fiscal officer of the City and head of the Finance Department. This full-time executive management position serves as a key member of the executive team and reports directly to the Mayor. This is advanced professional work managing a wide array of accounting functions within the City's Finance Department. The incumbent plans, directs and administers the development and maintenance of internal control systems, policies, and procedures; acts as liaison between the department and auditors, outside fiscal agencies, the public and other City departments and is responsible for ensuring compliance with applicable laws and regulations. An employee in this classification works under limited supervision; utilizes considerable independence; should have knowledge of Government Accounting Standards and excellent public speaking skills and be proficient utilizing computers. Supervision is exercised over professional and clerical staff.

This position has considerable interface with all City departments, the City Council and community stakeholders.

The duties required of the incumbent include, but are not limited to: preparing financial statements and reports, resolutions, policies and procedures; planning, coordinating, and evaluating the activities of professional and clerical staff; representing the Mayor at meetings and sitting on committees; adhering to generally accepted accounting principles (GAAP) and Government Accounting Standard Board (GASB) standards, as well preparing the City budget; identifying budget variances and/or discrepancies to manage performance and areas of weakness with City finances;

and performing other related work as required.

The Comptroller is an appointed, at-will position that serves at the pleasure of the Mayor.

As a condition of continued employment, all department heads must establish and maintain residency in the City of Urbana within six months of appointment.

The Organization

The City of Urbana, founded in 1833 and the county seat of Champaign County, is a home-rule municipality situated in east central Illinois, approximately 135 miles south of Chicago and 45 miles west of the Indiana border. The University of Illinois at Urbana-Champaign, the state's flagship university, is located in both Urbana and Urbana's twin city of Champaign. The Finance Department

The Finance Department is arranged into six program areas: Administration; Parking, Permits and Licenses; Financial Services; Information Services;

Police Records Management (A.R.M.S.); and Urbana Public Television (UPTV). The Finance Department provides a full range of financial services including treasury, revenue collection, accounting and auditing, payroll, budgeting, long-term financial planning, risk management, and purchasing. The department also serves as technical advisor to all other City departments.
