The Configuration Manager (CM) is responsible for the configuration of the client's CAFM system, also known the Integrated Work Management System (IWMS), to include any required coordination with other client Divisions and service providers such as the Information Technology Operations Division (ITOD), Security Division (SecD), the Office of the Chief Information Officer (OLIO), and the Finance Division (FD). The CM shall be required to assist the client in the management of projects and associated activities in FLSD to successfully deploy the IWMS TRIRIGA solution across the enterprise.

Duties shall include, but will not be limited to, a full range of support to maintain the CAFM system. Responsibilities of the on-site contractor support staff shall include the following:

Manage and coordinate activities as required for the ongoing maintenance of the CAFM system.
Assist the FLSD in the development of budget requirements for the continued sustainment of the CAFM system, specifically as it relates to system configuration.
Assist the FLSD in the development of logical follow on implementations for the continued improvement of the CAFM system.
Advise and assist the FLSD Contracting Officer's Technical Representative (COTR) in the award and administration of contracts as may be required for maintenance and upgrade of the CAFM system.
Coordination with other client Divisions and service providers for any required tasks in connection with the maintenance and upgrade of the CAFM system.
Assist and guide the development of system requirements by working with stakeholders. Manage the Change Control log and report out on impacts of configuration requests and requirements.

Program Control: The CM shall prepare or assist in preparing program management plans for accomplishing the CAFM program goals. These plans shall describe the administrative functions, technical approach, organizational resources, management controls, and quality assurance monitoring that the developing contractor and the client will employ to meet the cost, performance, and schedule requirements throughout the CAFM life cycle. The Contractor shall assist in the development and maintenance of the following program documents including Acquisition Project Plan, Strategic Plan, Process and Procedure documentation, meeting minutes, Risk Management Plan, and other documents for project controls.

Program Reporting Services: The Contractor shall analyze performance and other programmatic information and prepare Project Assessment Reports, Vendor/Contractor Performance Reports, Financial Tracking Reports, Program Management Plan(s), Risk Management Plan(s) and reports, Policy and Procedure Papers, White Papers, Meeting Agenda and Minutes, Notes with recommended actions, Briefings, and Communications Plan(s).

Program Tracking: The Contractor shall provide program monitoring and control for the CAFM PO. The contractor activities shall include, but are not limited to, the following:

Developing and tracking program metrics
Tracking timeline and milestone accomplishment
Action item indexing and tracking
Assessing program status
Tracking risk management status and mitigation activities
Alternative Analysis
Other Documents as needed
Managing the Change Control log

Strategic Management/Alignment: The CM will be focused on configuration management within the PMO, however, the ability to perform other duties as assigned is critical. The successful candidate will possess a strong understanding of the overall strategic direction of the program and how business processes will be reengineered based on the product functionality. The CM must be able to understand how the requirements will affect various organizational programs and processes that are coupled together.

Experience with deploying, implementing, relational database systems.
Experienced in project management and risk management techniques for IT projects. Adept at managing integrated schedules that touch multiple functions of the organization.
Demonstrated ability to manage at the strategic level and the tactical level, understand the strategic vision, and drive sub projects forward while gaining stakeholder buy-in at various levels and organizations, all while managing competing priorities.
Comfortable with communicating and presenting at the executive level. Excellent personable skills. Highly capable of working on high performance teams and being a significant thought leader.

Education Requirements:
Bachelors Degree in Computer Science, Systems Engineering or other related technical degree. Consideration may be given to candidates with extensive experience and successful achievements in project management at the PMO level to offset the lack of degree.

Preferred Qualifications:
PMP Certification
5+ years working in a PMO environment in the Federal market
Implementation of TRIRIGA or CAFM systems, especially Version 10.

Physical Requirements:

Use fine finger movements (type)
Must carry/lift loads of up to 25 lbs.
