*** 2 POSITIONS TO FILL *** The North Carolina Department of Administration is seeking a Construction Project Engineer to join the State Construction Office to serve as a part of the Construction Management Section. Position will inspect and accept construction projects for the State of North Carolina. Position monitors construction of State buildings; provides guidance and direction to designers, owners, and contractors regarding procedures required on State construction projects relative to forms, documents, reports, and records; visits construction project sites on a regular basis to inspect and monitor work; attends monthly construction progress conferences; identifies potential problems during construction process and works to facilitate these problems to minimize impact on project schedule and budget; reviews and recommends final action on project change orders; and helps ensure that design team is providing adequate construction administration services. Position has an important role as liaison for construction team of designer, owner, contractor, and State Construction Office and as a resource for compliance with construction laws, building codes, and contract requirements. Position requires extensive daily travel in the region in a State-owned vehicle. Position office is home-based with equipment such computer, cell phone, and scanner/printer provided by the State Construction Office for performing job functions. Knowledge, Skills and Abilities / Competencies:
Required Competencies : Technical skill and knowledge of Engineering development and trends; Ability and/or experience in Program/Project Management; Ability and/or experience in Engineering Review, Decision making and analysis; Ability to communicate technical information to others. Preferred Competencies : The preferred applicant should have strong building construction experience, including inspection of construction work for adherence to plans, specifications, and building codes; knowledge of construction methods; knowledge of North Carolina Building, Electrical, Plumbing, Mechanical, and Energy Codes; ability to understand project plans and specifications; strong working knowledge of project schedules and how activities of all construction team members impact schedules and budgets. Preferred applicant will have strong communication and negotiating skills; experience using Microsoft Office software such as Word, Excel and Access; experience with the State Construction Office Interscope project database; and knowledge of State Construction Office forms and contract documents. Certification by the Code Officials Qualification Board as a Level III Inspector (Building, Electrical, Mechanical, Plumbing, or Fire) is preferred.

Minimum Education and Experience Requirements:
Bachelor’s degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience. NECESSARY SPECIAL REQUIREMENTS: Individual must have the ability to climb ladders and access all areas of facility buildings including roofs, attics, basements and crawl spaces. Individual must possess a valid NC driver’s license and have an acceptable driving record. COMPETENCY LEVEL: Journey . For administrative purposes ONLY, during the implementation of Career- banding, this job is considered at a Salary Grade 77. LOCATION NOTES: Of the two positions we are trying to fill: one will be based in the western part of the state (Avery, McDowell, Rutherford counties) and the other will be working in the Triangle area with 2 other Construction Project Engineers. Employees in these positions will work out of their home and will be issued State owned vehicles to use.
