Establishes manpower requirements and staffs the quality organization. Coordinates the placement of qualified candidates in job openings
Selects and implements appropriate quality training programs and implements the certification program, utilizing standard company quality training and certification programs
Formulates project quality policies. Provides for the generation and approval of project quality procedures. Coordinates with other project and client personnel to ensure full implementation of the project quality program
Ensures that required quality records and documents are properly prepared and maintained
Provides for the review and approval of quality programs used by suppliers and contractors
Performs surveillance of contractors and suppliers to determine their conformance to programmatic, procurement, and design requirements
Coordinates with project management to ensure that quality department budgets, schedules, and priorities are consistent with project requirements. Ensures that the project manager is advised regarding quality program status
Controls nonconforming work activities or hardware though the implementation of the nonconformance control procedure. Reviews and assists in the resolution of nonconformance issues
Advises the site manager of construction work activities when inadequate controls are in force to ensure compliance with the project design requirements
Provides specific direction of inspection and testing personnel in the performance of their duties
Ensures that inspection personnel are qualified for the assigned scope of inspection prior to assignment
Coordinates with the appropriate construction engineer to initiate the timely analysis and resolution of the identified field discrepancies
Coordinates and schedules the quality inspection and testing functions with construction operations
Remains knowledgeable of safety policies and procedures and performs assigned duties in a safe manner and, while supervising others, has responsibility for their safety and ensures that they comply with established safety policies and procedures and practice safe work habits
Reviews job specifications and establishes inspection plans to ensure adequate verification of quality attributes
Monitors inspection plan implementation and modifies plans, as necessary, to maintain inspection continuity
Determines the need for inspection tools and equipment and establishes proper calibration parameters for these items
Provides technical guidance to inspection and testing personnel regarding quality-related matters
Generates and maintains inspection and testing procedures
Reviews project procedures for incorporation of quality requirements
Reviews site procurement documents for delineation of quality requirements
Reviews inspection, testing, and surveillance results, including backup data for content, validity, and compliance with project requirements
Performs inspections, examinations, and tests as required by quality procedures
Maintains a file of inspection, examination, and test documents
Verifies that required inspections, examinations, and tests of systems, subsystems, or components have been performed and results properly documented
Possesses working knowledge of applicable specifications, procedures, drawings, standards, and codes
Maintains working relationships with construction crafts, construction engineering, and other disciplines within the quality organization
Pursues necessary training to become proficient in all areas of inspection, examination, and testing
Interprets inspection and test results to determine compliance with design requirements

Functions as internal auditor/lead auditor
Evaluates inspector performance and conducts inspector training
Directs and monitors the application of quality manpower to ensure that quality inspection and testing commitments are met
Performs assigned administrative functions as required for the proper control and supervision of quality personnel
Other duties as assigned
• Degreed or equivalent project experience
• Typically has at least 6 years of project experience
Previous Fluor experience and familiarity with recent Fluor systems, policies, and procedures required.
