      KEY REQUIREMENTS

    DUTIES: Duty Station Statement: Duty station is negotiable within the continental United States, however, Alexandria, VA is preferred.

    Relocation expenses are authorized for NCUA promotion eligibles relocating to Alexandria, VA only.

    As a Consumer Compliance Policy and Outreach Officer, you will:

    Serve as an agency expert on all consumer protection laws and consumer compliance regulations.

    Assist with the management of the NCUA fair lending examination and compliance assistance program, performing quality control reviews on fair lending examinations and off-site supervision contacts to identify trends and emerging compliance risks.

    Represent NCUA in working with the Consumer Financial Protection Bureau and other federal financial regulators to develop consumer compliance examination policies, programs, procedures, and examination questionnaires.

    Lead in the development, revision and maintenance of agency policy, manuals, guides, bulletins, instructions, interpretive rulings, supervisory documents, and other advisories related to fair lending and consumer protection laws and consumer compliance regulations.

    Provide input on consumer protection and consumer compliance educational and examiner training programs.

    Serve as Acting Director, Division of Consumer Compliance Policy and Outreach, as requested.

    Serve as an NCUA Consumer Assistance Center agent in cases of an emergency declared by the President, the NCUA Board, Executive Director, or their designee.

    QUALIFICATIONS REQUIRED: For the CU-14: One year of specialized experience equivalent to the CU-13 level in the private or federal service. Specialized experience is defined as experience serving as a senior specialist or the equivalent, in interpreting and applying consumer financial protection laws and compliance regulations; examining financial institutions for compliance with fair lending laws and regulations; analyzing and evaluating consumer compliance operations and programs at financial institutions; drafting examination reports and recommendations; and responding to program inquiries from internal/external customers.

    A Juris Doctor degree is preferred, but not required.

Preference eligibles who meet the minimum qualification requirements and who have a compensable service connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the CU-09 level or higher.)

    Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    Knowledge of consumer protection laws and consumer compliance regulations.

    Knowledge of fair lending laws and regulations.

    Ability to communicate in writing in order to draft examination reports, develop, revise, and maintain agency policy, manuals, guides, bulletins, instructions, interpretive rulings, supervisory documents, and other advisories related to fair lending and consumer protection laws and consumer compliance regulations.

    Ability to communicate other than in writing to respond to consumer compliance inquiries and establish effective working relationships with staff and stakeholders, etc.
