Parsons is in need of a Contract Administrator for our Guam location.

Position Overview:
Provides management and oversight for contractual, procurement and regulatory matters for PTG Guam program management. Responsible for creating and updating the financial model and supplying critical contracts and financial information to Guam Business Manager and Program Manager on a timely basis. Responsible for project change order control, as well as the startup, administration and closing of project field offices.

Specific Responsibilities:
The Contract Administrator will function as an extension of client’s staff in procuring and administering professional services and construction contracts directly to the client in support of the federally funded Guam Roads Program. The PS will monitor and process procurement addenda and contract generation.. The PS will also establish a project change control procedure and monitors its implementation and monitoring cost and schedule impacts as projects progress
Oversees billing on cost-reimbursable projects, ensuring that invoices have adequate documentation to satisfy independent auditors. Manages accounts payable processes and related functions. Receives progress payments on lump sum projects, and works with Business Manager on implementing earned value payments.
Serves as primary contact for the distribution of procurement documents, reports, and correspondence to project management, engineering, and other non-procurement disciplines.

Ensures that the entire technical project team has a thorough understanding of the contractual terms. Ensures project procurement and subcontracting policies adhere to project plan.
May analyze draft material requisitions, including reviewing for completeness and accuracy, suggesting possible revisions, and forwarding to project engineering for further processing. Ensures appropriate logging of action taken.

Monitors bid requests, bid analyses, and the preparation of purchase orders to ensure timely action. Maintains purchase order records, including history of follow up contacts with suppliers.

Oversees the timely maintenance of purchase orders on DMCS to ensure current status, as well as the coordination, publication, and distribution of project material/equipment status reports.

Monitors and administers Guam procurement regulations and laws and also Federal Acquisition Regulations (FAR) to ensure compliance in procurement documentation for Construction and Professional Service bid packages. Advises the Contracts Manager regarding scope, financial, and risk issues of procurement bid packages and current applicable contracts.
Performs other responsibilities associated with this position as may be appropriate.

• 4-year degree in Business Administration or Economics (or related field) and at least 4-6 years of procurement and contract required experience. Prior experience with public agency is a PLUS.
• Procurement experience with a major engineering and construction firm or industrial supplier, good written and oral communication skills, and a proficiency in utilizing DMCS is preferred. In addition, a working knowledge of vendor data control, expediting, and other purchasing activities is required.
