This position is administrative work in the
Purchasing Division of Leon County Board of County
Commissioners. Work involves
professional contract management and procurement functions including the
provision of information and assistance to staff, other governmental units, and
the public.
ESSENTIAL JOB FUNCTIONS :
An employee in this position serves
as primary contracting officer for the County; assists staff with negotiations
and negotiation strategies for developing contracts; provides interpretation of
policy and contract terms and conditions for staff and contractors; assists
County contract managers with contract administration techniques and methods;
prepares training materials and trains County staff in contract administration;
consults with County staff regarding appropriate project delivery and
acquisition methods; prepares routine contracts, service and maintenance
agreements; prepares agenda items; prepares correspondence on complex projects
as required; conducts investigations and makes recommendations on sole-source
procurements; maintains records pertaining to specifications, bids, RFP’s,
contracts, purchase orders, and purchase requisitions; develops and maintains
purchasing vendor relations; reviews procurement activities of County staff for
compliance with legal and ethical standards; reviews purchase requisitions,
vendor quotes, field purchase orders and purchase orders for compliance with
County policy; resolves accounts payable issues; manages the Purchasing Division
in the Purchasing Director’s absence; performs other related duties as assigned
or as necessary.
REQUIREMENTS :
Graduation from an accredited four year college or university with a Bachelor’s
degree in Business, Accounting, Public Administration, or a related field, and
five years of related work experience. Certification as a
Florida Certified Contract Manager (FCCM),
Certified Federal Contracts Manager (CFCM), or a Certified Commercial Contracts
Manager (CCCM) is highly desirable.
Must possess a valid Driver’s license with a favorable driving record at time
of hire.
