Summary

This position is responsible for procuring general maintenance and repair services for the LIRR, which may include: HVAC, elevator/escalator, automated gate maintenance and repair, as well as unarmed security guard, and chemical testing and analysis and inspection services, at a reasonable price, in a timely fashion, in accordance with all appropriate specifications and regulations, and to manage the contractual administration of awarded contracts.

Responsibilities

Responsibilities include but are not limited to:
- Prepare solicitations, develop contract documents and negotiate, where applicable, contracts to support purchases, maintenance, and related services. Issue invitation for Bid (IFBs) and Request for Proposals (RFPs), and addenda thereto.
-Conduct bidders conferences and site tours.
-Ensure adequate Minority, Women-Owned & Disadvantaged Business Enterprise (MBE/WBE/DBE) participation in procurement cycle.
-Chair proposal evaluation committees and negotiate awards.
-Resolve contractual issues.
-Justify contract award recommendations, including vendor performance, responsibility checks, cost/price analysis, etc.
-Analyze, negotiate, and justify changes to contracts.
-Prepare contractual correspondence.
-Administer consultant, service and miscellaneous contracts.
-Perform cost/price analysis on proposals and change orders.
-Prepare status reports using P/C technology (MS Office).

Qualifications

-A four-year high school diploma or its educational equivalent (GED) approved by a State's Department of Education or recognized accredited organization.
-Must possess recent, related contract experience, with a solid background in business administration.
-Must possess excellent written and oral communication and analytical skills.
-Must possess ability to administer several projects independently and concurrently, with ongoing changes in priority.
-Must possess ability to think independently and work effectively with minimal supervision.
-Must possess strong P/C computer skills.

Preferred/Desirable Skills/Qualifications:
-Bachelor's Degree in Business or related field of study.
-Knowledge of Procurement & Logistics System (PeopleSoft).
-Knowledge of Federal Acquisition Regulations (FAR).
-Knowledge of Federal Transportation Administration (FTA) Best Procurement Practices.
-Knowledge of Public Authority Procurement Law.
-Knowledge of general contract terms and conditions.

Wage Progression: 01/01/09
80% - $59,149 1st 365 calendar days
85% - $62,846 2nd 365 calendar days
90% - $66,542 3rd 365 calendar days
95% - $70,239 4th 365 calendar days
100% - $73,936 After 1,460 calendar days

New employees may be hired at any step of the wage progression. Employees transferring from other positions on the Rail Road will be placed at the lowest step of the wage progression which represents an increase in pay above their prior base salary; if this step is less than 10% above their prior base salary, then the employee will be placed at the next higher step as long as the increase does not exceed the 100% rate of pay for the position.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e. physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A background investigation, medical examination and safety sensitive drug/alcohol test may also be required.
