Job Description:
Manages long term care contracts including recruitment, procurement, development, evaluation, fiscal monitoring, services control, and contract compliance activities. Manages Community Care for the Aged and Disabled (CCAD) contracts of the following types: Primary Home Care, Family Care, Home Delivered Meals, Emergency Response Services, Adult Foster Care, Assisted Living /Residential Care, Home and Community Support Services, Respite Care, and Day Activity and Health Services. Analyzes and is responsible for budget utilization to maximize usage of regional funds. Reviews program compliance to ensure that state and federal guidelines are followed. Provides orientation, formal training, and technical assistance to providers, regional staff, and community groups concerning long term contracts. Serves as a liaison between contract agencies and department staff regarding issues and problems.

Negotiates/develops and manages contracts or agreements. Monitors contractor performance for compliance with federal and state requirements including follow-up monitoring for corrective action. Investigates complaints/inquiries in accordance with federal and state regulations and program policies and procedures. Produces/maintains monthly expenditures reports and monitors funds availability. Provides orientation or training to staff, providers, other agency staff or the public on processes or procedures. Provides complex technical assistance to others (for example, staff, volunteer, contractors, and other organizations) on policies, procedures, rules, regulations, standards, or requirements. Resolves billing or payment errors/problems. Interprets policies, procedures, rules, regulations, or standards to others (for example, staff, applicants, clients, providers, vendors, the public, public officials). Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolves problems or complaints.

Ability to communicate orally and in writing. Ability to negotiate. Ability to organize workload and set priorities. Ability to assign or supervisor the work of others.

Experience interpreting policies, rules, or regulations. Knowledge in LTC-S Programs. Education in accounting. Experience in developing, negotiating, managing, evaluation, or monitoring contract, or training contract providers; or in training contract providers. Experience recruiting provider and donor resources.
