The Fund for Public Health in New York, Inc. (FPHNY) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNY implements programs to address pressing public health needs, fosters private sector support to enhance health and health care, and helps educate the public regarding the protection of individual, family and community health.

BRIEF SUMMARY OF THE PROGRAM:
The grant funded program will support NYC mental health providers in adopting electronic health records (EHRs) and will promote the implementation of health IT infrastructure to improve care coordination between mental health and primary care services.

POSITION OVERVIEW & RESPONSIBILITIES:
The Contract manager will report to the Director of Health Integration, and manage provider contracts for the HEAL 17 grant. The position is a 12-14 month grant-funded position and is contingent upon receipt of a grant extension approval which is expected before December 31, 2012.

A successful candidate will have proven project management skills, have public health and contract management experience, and possess excellent interpersonal, financial, and writing skills. The ideal candidate will have demonstrated ability to foster relationships and facilitate meetings with a wide variety of project stakeholders including developers, clinicians, community health workers, and DOH policy makers. The selected candidate will:

Oversee approximately 30 contracts with mental health and primary care/ specialty providers that support the goals of the HEAL 17 grant

Track receipt of documentation for contract milestone deliverables, including reporting forms and expenses

Coordinate contract requests.

Conduct and/or supervise complex financial issues concerning contracts.

Analyze and prepare reports based on analysis or pertinent data.

Advise the Director of Health Integration on important contract management issues.

Work closely with HEAL 17 team to ensure contract compliance and evaluate contractor performance.

Identify problem areas in collaboration with contractors; develop corrective action plans and resolutions.

Provide technical assistance to contractors in relation to contractual requirements and fiscal management.

Collaborate with HEAL 17 team to draft contract specifications, requests for proposals, scopes of services and budgets as needed.

Support the management of project and contract budgets, including complex capital structure, and supporting assessment of matching requirement and associated documentation.

Track procurements and vendor and sub-recipient contracts and MOUs.

Perform any other organizational duty/responsibility as assigned by the direct supervisor(s).

QUALIFICATIONS:
BA/BS degree in related field strongly preferred.

Strong quantitative and qualitative analytical skills and ability to manage a wide range of projects simultaneously in a fast pace environment.

Experience in budget and fiscal Management.

Demonstrated experience using Microsoft Office Suite: Word, Excel and Outlook.

Ability to work independently

Excellent interpersonal, and communication skills.

Excellent time management and organizational skills.

Willingness to travel between various sites in NYC.

PREFERRED SKILLS:
Understanding of the basics of contracts and procurement policy.

Experience in public health and/ or mental health fields.

Demonstrated understanding of project management tools.

Experience with risk management and mitigation.
