DUTIES:
Follows established procedures to procure off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by common names for which standard price lists are available.

Develops source lists of responsible contractors, coordinating with the small business specialist.

Assists in monitoring contract performance and assists in contract termination.

Prepares Invitation for Bid (IFB). or Request for Proposal (RFP) ensuring that technical descriptions and appropriate contract clauses are included.

Qualification Requirements for the GS-07: You must meet BOTH of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on “College Transcripts” and “Foreign Education” below for required documentation.):

1. Required Education for DoD Contracting Series: You must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.

OR

Be a current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR, (3) is in the contingency contracting force.

2. Minimum Qualification Requirement for GS-07: You must meet one of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on “College Transcripts” and “Foreign Education” below for required documentation.):

1. Specialized Experience: You must have at least 1 year of specialized experience at the GS-05 or equivalent grade level procuring off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by common names for which standard price lists are available; preparing bid documents including technical descriptions; monitoring contract performance and assisting in contract termination; or providing advice and assistance to others relating to contracting work. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

OR

2. Education: Successful completion of a 1 full academic year of graduate education or law school or superior academic achievement from an accredited college or university. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL TRANSCRIPTS WITH YOUR APPLICATION.

OR

3. Combination of Experience/Education: You must have a combination of the specialized experience and education as described in "1" and "2" above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL TRANSCRIPTS WITH YOUR APPLICATION.

You must meet BOTH of the above qualification requirements and provide documentation to qualify for the GS-1102-07 Contract Specialist position.

Qualification Requirements for the GS-09: You must meet BOTH of the following qualification requirements and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on “College Transcripts” and “Foreign Education” below for required documentation.):

1. 1. Specialized Experience: You must have at least 1 year of specialized experience at the GS-07 or equivalent grade level perform preaward and postaward functions using common contracting methods and contract types, to procure standard or specialized service; supply; and/or construction items, services, and/or materials through formal advertising and negotiation procedures using primarily firm fixed-price contracts. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

OR

2. Education: Successful completion of 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. from an accredited college or university. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL TRANSCRIPTS WITH YOUR APPLICATION.

OR

3. Combination of Experience/Education: You must have a combination of the specialized experience and education as described in "1" and "2" above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position.
