NATIONAL GUARD MEMBERSHIP IS NOT REQUIRED

This position is for a National Guard Non-Dual status (NDS) technician only. The position meets the criteria of the NDS Management plan as follows: The position resides within the infrastructure and supports functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission and the incumbent does not perform a key advisory or essential administration role that is inherently military. For this reason, veterans' preference is not used for hiring and retention. DUTIES:
The incumbent will:
Conduct cradle to grave contracting procedures for firm-fixed price and negotiated simplified acquisitions of supplies, equipment, and services.

Administer all cooperative funding agreements and monitors contracts awarded to state contracting procedures.

Utilize small business preference programs, open market conditions, and or awards made from federal supply schedules.

Plan the pre-award and post award approaches to meet contracting program objectives.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENT:
All applicants must meet one of the following basic requirements:

A. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field AND successful completion of at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must submit college transcripts)

OR

B. Employees in GS-1102 positions must have a bachelor's degree in any field OR 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must submit SF-50 as proof of eligibility.) To qualify for this exception, applicants on January 1, 2000 held a position in the Federal service in the GS-1102 Contract Specialist series and their position was at one of the following grade levels: GS-9, GS-11 or GS-12. Applicants must have continually held this occupational series since January 1, 2000.

AND

MINIMUM QUALIFICATIONS FOR THE GS-9:
Specialized Experience: One year of specialized experience equivalent to the GS-7 level of the Federal service to include

Assisting with the acquisition of a variety of technical supply and specialized service requirements;

Developing acquisition plans, solicitations, price analysis, and market trend analysis;

Recommending and/or selecting appropriate acquisition methods based upon nature of procurement, urgency of need, estimated cost, availability of resources, competition, and regulations;

Providing guidance to personnel engaged in a variety of less complex acquisition activities.

OR

Education: Two full academic years (36 semester hours) of progressively higher level graduate education or master's or equivalent graduate degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

Combination of Education and Experience: A combination of graduate level education and specialized experience equal to 100% of the specialized experience requirement. (Only graduate education in excess of 18 semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit a copy of their transcripts for verification.

MINIMUM QUALIFICATIONS FOR THE GS-11:
Specialized Experience: One year of specialized experience equivalent to the GS-9 level of the Federal service to include

Interpreting contractual regulations and resolving issues;

Applying sealed bidding procedures to develop contracts;

Using contract negotiation techniques;

Analyzing the contractor's ability to perform the contract; and

Utilizing procurement monitoring and management control techniques to monitor contractor's financial and business conditions.

OR

Education: Three full academic years (54 semester hours) of progressively higher graduate level education or Ph.D. or equivalent doctoral degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

Combination of Education and Experience: A combination of graduate level education and specialized experience equal to 100% of the specialized experience requirement. (Only graduate education in excess of 36 semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit a copy of their transcripts for verification.
