Provides collaborative support to the human resources and contract management teams to achieve the Human Resources, Supply Chain and Joint Commission goals and objectives or the organization. The Temporary Agency Contract Specialist takes the lead in overseeing temporary agency contract compliance to achieve cost savings from identification to execution. These activities shall include the managing the performance of existing suppliers (quality, delivery, and price), and the infusion of best practices into the HCMC culture.

As a key position in contract administration, this role includes contract opportunity identification/analysis, contract development, negotiation, implementation, data base storage/retrieval and performance monitoring. The CSS will be measured by his/her ability to effectively meet or exceed the quality, delivery, and pricing expectation of key internal partners.

Minimum Education/Work


Bachelor’s Degree in business administration, finance, supply chain, human resources or a related discipline

One year of progressively responsible Supply Chain Management, Strategic Sourcing, Purchasing or Human Resources experience


An approved equivalent combination of training and experience.


Must have extensive knowledge of state and federal purchasing and/or contract law.

Ability to communicate effectively both verbal and written in a clear-concise manner.

Advanced proficiency in Microsoft applications: Excel, Word, Outlook,

Ability to form and maintain strategic alliances (internal and external).

Experience with large dollar agreements and negotiations.

Strong presence of command and influence.

Experience with managing an RF X process.

Deadline-oriented with the ability to manage competing priorities under pressure.

Strong relationship management skills with the ability to gain buy-in from employees not directly under his/her span of control.

Preferred Qualifications

Juris Doctorate

Two plus years of experience in Supply Chain Management, Strategic Sourcing, Purchasing or Human Resources.

Professional certification

Work collaboratively all key stakeholders, including Human Resources, Medical, IT/IS, Clerical, Interpreter, EVS, Food Service and Specialty managers to assure affordable, qualified and accessible temporary services are readily available for hire.

Effectively manage, facilitate, engage and negotiate with all involved parties; executive leadership, management, clinicians, medical staff leadership, suppliers, and service providers:

Act as the lead negotiator with suppliers to obtain the best possible cost and value of temporary services for HCMC.

Ensure contract requirements are understood and prioritized with all parties involved.

Ensure all contracts include terms that guarantee compliance with The Joint Commission requirements for Human Resources Elements of Performance.

Provide timely contract assessment, utilization compliance and data analysis to senior management as well as departments that are, or should be using the appropriate contracts.

Provide the necessary information and support to internal clinical and operational departments and functions to enhance contract performance and report of analytical data for monitoring contract activity and compliance.

Provides the Human Resources Department expense reduction opportunities, and provide periodic updates on temporary services contracting activities.

Develop and obtain required approvals and communicate appropriate policies and procedures related to contracting authority, contract development, negotiation, signatory authority, implementation, tracking and performance monitoring for all temporary agency services.

Establish and monitor key metrics for supplier performance.

Perform additional duties as assigned.
