This is a part-time, limited time position. The selected candidate will work twenty (20) hours per week; the estimated end date is 12/31/2014.

The City and County of Denver – Agency for Human Rights and Community Partnerships is seeking a dedicated Contract and Administrative Support Coordinator to join the Denver Office of Strategic Partnerships (DOSP) unit.

The Contract and Administrative Support Coordinator provides support around management of DOSP’s contracts. This position also provides administrative support around the operations of DOSP. This may include management of the competitive bid process, contract development and execution, invoice payment, financial and performance monitoring and reporting, data entry and management, and other administrative duties.

The Denver Office of Strategic Partnerships (DOSP) was created in January 2004 to serve as a liaison between the City of Denver and the nonprofit sector. DOSP believes that by working collectively, the public and nonprofit sectors can be even more efficient and effective in strengthening Denver's communities.

Job Responsibilities:
Provide background research to help facilitate appropriate development of RFP priorities

Draft and/or update request for proposal documents and facilitate RFP process, including advertising, organizing pre-bid conferences and managing communication with proposers, a ccept proposals, enter data, and create necessary support documents for Board review

Review applications for completeness

Draft communications to successful and unsuccessful proposers

Provide support for contract renewals when competitive bid tools are not being utilized

Coordinate negotiation meetings and create background documents for successful negotiations

Once terms have been agreed upon, work with contractors to finalize scope of work, budget, and narrative, and solicit any necessary additional documents

Initiate contract and facilitate contract execution through City of Denver process, including work with the City Attorney’s Office, Budget Management Office, Auditor’s Office, and others

Receive contractor invoices and reports and review for compliance with contract terms

Pay invoices

Produce monthly financial statements

Work with contractors to resolve compliance issues

Maintain files

Produce quarterly and year-end consolidated report on contractor performance for management and for delivery to key stakeholders

Manage registrations for DOSP events and activities

Arrange logistics and prepare materials for DOSP workshops and events

Data entry for DOSP activities

Provide other support to DOSP Director as assigned

Education Requirement:
Baccalaureate Degree in Business Administration, Public Administration, or a related field.

Experience Requirement:
Two years of paraprofessional or technical experience evaluating contracts for compliance with standards driven by some combination of service, performance, and financial criteria. Preferred Qualifications:

A minimum of one (1) year of experience working with contracts within the public sector at a municipal level.
A minimum of one (1) year of experience working in the non-profit sector.
Content knowledge around energy efficiency or a related field.

Education/Experience Equivalency:
A combination of appropriate education and experience may be substituted for the minimum education and experience requirements

Licensure and/or Certification:
By position, requires a valid driver's license at the time of application.
