Qualifications Summary:

Bachelor’s degree from a four-year college or university and at least 2 years of progressively responsible experience in a related field (Accounting and/or Contracts & Grants preferred); or equivalent combination of education and experience. Must be able to do the following: read, analyze, and interpret common scientific and technical journals, financial reports and legal documents; respond to common inquiries made by staff, regulatory agencies, or members of the business community; effectively present information to a varied audience; must be able to apply concepts of basic algebra; apply common sense understanding to carry out instructions furnished in written, oral, or diagram form; ability to handle problems involving several concrete variables in standardized situations. Accounting experience is a plus. Must have strong contracts and grants administration experience.

Job Description Summary:
The position will focus on pre and post award grants administration in accordance with 2 CFR 230 and 2 CFR 215 guidelines, as well as administration of industry-sponsored studies. With minimal supervision, incumbent will independently carry out responsibilities relating to all phases of grant administration by performing the essential duties and responsibilities as follows. Notify Principal Investigator (PI) of grant application submission deadlines. Provide training to scientific support staff in the preparation of grant applications, and PIs and their staff in complying with all administrative responsibilities. Coordinate pre-submission documentation with PIs to ensure timely submission to VA Research Administration. Review and keep up-to-date on application guidelines for major awarding agencies such as NIH, DoD, AHRQ, etc. Prepare preliminary and review final budgets for applications. Ensure accuracy. Review and recommend budget justification language to provide clarification for budgets. Timely completion and submission of entire grant applications. Review grant applications for budgetary appropriateness, completeness, and conformity with VMRF and agency policies; resolve any discrepancies and assure that VMRF internal compliance is met before proposal submission. Assist PIs in complying with all administrative responsibilities. Identify and disseminate funding opportunities. Notify PI of progress report submission deadlines. Review PI progress reports for formatting, content, spelling and grammar and coordinate with PIs to correct any errors. Ensure that interim financial reporting as required by the funding agency is completed in an accurate and timely manner. Prepare and execute all necessary documentation for consortium agreements. Perform subrecipient monitoring tasks. Ability to advise a PI on the overall status of all funding sources. Advise the PI on a monthly basis of the financial status of all accounts. Forecast possible problem areas. Analyze and advise on status of personnel on projects approaching close-out. Analyze awarded research monies and prepare fiscal projections and reports to ensure proper expenditures of grant and contract funds as required by funding agencies. Forecast financial scenarios, and make sound recommendations for spending plans. Maintain budgets and approve expenditures. Analyze trends in expenditures (i.e. dramatic increase in expenditures in a certain category, close to the project end date, etc.). Be able to recommend and implement a course of action. Research and recommend solutions to problems related to allocation, expenditures and termination of funds. Prepare expense transfers, budget adjustments, etc. providing sufficient explanations that will meet internal and external audit requirements. Ensure that interim financial reporting as required by the funding agency is completed in an accurate and timely manner. Coordinate final fiscal, progress and invention reports to external agencies for grant closeout. Consult with PI on determining funding sources for personnel. Process Joint Personnel Agreements (JPAs), as required. Prepare monthly post-award monitoring reports for department. May perform additional duties as required.
