Responsible for development of responses to RFP's and RFQ's while dealing with a wide variety of contractual and business issues. Responsibilities include; understanding of Federal Acquisition Regulation terms and conditions and what clauses may be applicable to contracting or subcontracting; identifying and managing risks, performing negotiations, and supporting company reviews and audits.
1 Interface well with challenging customers (internal & external), work in a fast paced environment with short turnaround times and handle multiple activities, contracts, subcontracts, grants and customers simultaneously. Use knowledge of Risk Mitigation alternatives to effectively facilitate and negotiate contracts and subcontracts.
2 Perform cradle to grave contract administration, including but not limited to drafting contract correspondence, monitoring all contracts assigned for contractual compliance, reviewing options, funding, deliverable coordination, OCI plan management and performance administration as well as close-out activities.
3 Ensure that no organizational conflict of interest issues exist on current and future contracts and subcontracts.
4 Review pricing inputs from Research and Project Administrator staff members for accuracy and advise of necessary corrective actions.
5 Perform other duties as assigned.

1 Education: Bachelor's Degree. Advanced Degree and/or Certified Professional Contracts Manager (CPCM) designation desirable. Additional contract coursework a must.
2 Experience: Minimum of seven (7) years of progressive experience, or equivalent, within a multi contracting government environment, 4 years of progressive experience preparing competitive cost proposals.
3 Skills: Working knowledge of Federal Acquisition Regulation (FAR) and FAR Supplement. Knowledge of cost and pricing techniques. Ability to work under pressure. Firm understanding of how to develop and submit proposal documents. Ability to organize workload of self and assigned personnel to meet schedules and deadlines. Proficiency with MS Word, MS Excel and PowerPoint required, Excellent Oral and Written communication skills; strong customer service skills.
4 Other: Ability to attain and maintain a Secret level security clearance.
