Job Description:
ICF is looking for a Contracts Administrator to provide contracts administration support for ICF’s Energy, Environment & Transportation Division. The ideal candidate will have the ability and willingness to support a variety of contracts across multiple markets (i.e.; Federal, grants, international, etc.), have a strong work ethic, and a great attitude. We are a growing organization and are looking for individuals who would support that growth. This position is based in our Fairfax, VA office.

Key Responsibilities:
Review and negotiate non-disclosure agreements, teaming agreements, subcontractor documents (when ICF is subcontractor) with prime/RFQ flow-down clauses with minimal oversight;

Review solicitations and contractual documents for consistency with corporate policy, pertinent regulations and customer requirements;

Identify items of risk to stakeholders and properly resolve/mitigate with the company's satisfaction best interests in mind;

Conduct contract kick-off meetings, when appropriate, between internal functional groups (i.e. PM, Finance, Contracts, etc.);

Provide oversight and resolve contractual issues that may arise in performance of the contract with a focus on mitigating ICF’s risk;

Support data calls, maintain compliance with SOX and DCAA requirements, as well as other agency audit requirements on an ongoing basis;

Ensure proactive maintenance of contracts documentation consistent with established ICF practices/file parameters; and

Provide guidance to all levels of personnel, from executive management to junior personnel, in a variety of functional disciplines (Business Development, Program Management, Business Management, Finance, Pricing, etc.) ensuring compliance with RFP requirements while adhering to company policy and established practices to mitigate risks accordingly.

Basic :
Bachelor’s degree

5 or more years of cradle-to-grave contracts administration experience, or other relevant experience, in a services environment with an emphasis on Federal and Commercial clients

Experience working with Federal Acquisition Regulations (FAR), as well as other agency specific regulations

Preferred Skills/Experience:
Experience reviewing, responding to and administering Federal grants

Experience working with clients such as Federal civilian agencies, USAID and/or international government clients

Understanding of Commercial customers and practices is a plus

Experience utilizing federal procurement practices

Ability to research, interpret, communicate and apply correct applications with customers, suppliers, and program management personnel

Professional Skills:
Strong analytical and problem solving skills

Self-motivated, team player who is able to work well with all levels of personnel as well as internal and external customers

Ability to work in a high-paced, demanding environment while juggling conflicting priorities and deadlines

A positive and open mentality/attitude that is adaptable to change

Excellent organizational skills to be able to proactively maintain file documentation and keep abreast of changes in company policy/direction

Ability to communicate both orally and in writing in a fashion where contract/policy interpretation is clearly articulated and understood by anyone reading it
