To provide life-cycle administration of Federal government and commercial contracts from bid to award to completion and close out. Additionally, this individual will perform the function of the FSO. Will have experience in small-mid size company taken to a large company status. Other duties as reasonably assigned. Travel for the position will be very limited.

Outline of Role and Responsibilities:
Reporting to the Director of Contracts, working with Senior Management and Operational personnel.

Ability to negotiate with individuals that have different objectives or represent divergent interests to obtain contractual agreement on terms and conditions that are in the best interest of the Company.

Develop, establish and maintain effective business relationships with, and serve as principal contractual point of contact with government and commercial customers and vendors/suppliers.

Assist the Director of Contracts in developing and maintaining the Contracts department processes and procedures.

Pre-solicitation

Review, coordinate, prepare, negotiate and execute NDAs, teaming agreements and other agreements as necessary.

Solicitation

Evaluate and respond to RFPs when bid determinations are made.

Advise and assist in proposal preparation including Technical, Management, Price and other applicable sections - ensure appropriate factors have been considered and all necessary information has been gathered.

Coordinate preparation of RFPs for distribution to subcontractors; conduct price analysis.

Post Award

Prepare, negotiate and execute subcontract agreements in compliance with government regulations and flow-down clauses.

Issue and negotiate subcontract/consultant agreement and purchase orders . Administer all company issued subcontracts/consulting agreements to include modification processing, vendor invoice review and processing, funds expenditure tracking.

Set up and maintain contract information in Deltek GCS and Unanet (project management system) as necessary.

With relevant staff, monitor contract progress and ensure contract compliance with specific focus on reconciliation of financial status, task completion and deliverables.

Administer contracts and subcontracts by executing all modifications and preparing all correspondence to obtain and/or process period of performance extensions, funding requirements and other key changes.

Prepare and disseminate information regarding contract status, compliance and modifications (including progress reports as required) to business unit and other stakeholders.

Maintain all required records in accordance with contract requirements.

Close Out

Close out contracts, assuring that the government and/or prime contractor is satisfied with the end product. Determine all contract deliverables have been provided and final contract costs are accounted for. Examine subcontractor efforts to ensure contractual compliance prior to final payment. Handle closeouts and audits.

Facility Security Responsibilities include, but are not limited to:

Maintain and implement security clearance and safeguarding processes in accordance with the National Industrial Security Operating Manual (NISPOM)

Establish and maintain personnel security clearances

Conduct security indoctrination training and security refresher training

Conduct security briefings as needed

Process visit requests

Prepare for/conduct periodic DSS audit investigations

Minimum Education Required:
Bachelor’s Degree, three to five years of progressive experience with Federal Government Contract /Subcontract Administration.

Minimum Experience/Requirements Required:
Possess strong skills in organizing, and managing time across multiple tasks and customer needs; capable of working independently. Ability to develop and maintain effective relationships with internal and external customers. Excellent communication skills.

Solid Knowledge and Experience with FAR and CAS

Strong knowledge in Government contracting with Performance Based Contracts and IDIQ vehicles for FFP, T&M, CPFF, and CPAF type orders

Knowledge of contracts/procurement processes & procedures

2 years experience operating in the capacity of Facility Security Officer or Administrator

Current Top Secret clearance

Desired Experience

Current FSO certification. Company will pay for certification/ recertification if required.

Experience of audits by DCAA, other government agencies

Minimum Skills Required:
Work requires professional written and verbal communication and interpersonal skills. Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects. Ability to participate in and facilitate group meetings.

Highly motivated, problem-solving, multi-tasking individual who works well in a fast-paced dynamic environment is essential. Willingness to take on a challenge, take on new tasks

Proficient in all MS office products
