Cambridge International Systems, Inc. is looking for an individual with a strong knowledge of the contracting profession who embodies the spirit of teamwork and commitment. This individual will report to the Vice President of Contracts and be responsible for oversight of a portfolio of contracts for a geographically dispersed operations division which covers DoD and civilian agencies. The Contracts Manager will be a member of the corporate staff and will support executive management and program managers, as well as the finance, human resources, and business development departments.

  • Drafting and negotiating NDAs, TAs, consulting agreements, contracts, subcontracts, modifications, etc.
  • Reviewing solicitations and providing proposal preparation support
  • Reviewing and managing contractual obligations of the parties and providing continual review to ensure that all terms and conditions are met
  • Recognizing and evaluating business risks and offering mitigation alternatives
  • Assisting with compliance and/or development of contracts department policies and procedures
  • Assisting with GSA Schedule reporting requirements
  • Reviewing solicitations and prepare routine response for proposals
  • Assisting in the review of pricing for proposal submission
  • Analyzing contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedures
  • Negotiating alternate terms for contractual documents
  • Communicating contract policy and practice to internal business teams
  • Preparing routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal
  • Preparing, organizing, and maintaining contract records and files documenting contract performance and compliance
  • Conducting research to support contract audit and or facilitate business unit contracting trends
  • Supporting contract closeout activities
  • Working with internal and external business teams on issues and developments related to assigned contracts and proposals
  • Ability to quickly develop a working knowledge of corporate policies and procedures
  • Working knowledge of contracting concepts and public contract acquisition law and regulations
  • Strong analytical and communication skills
  • Ability to draft simple contractual instruments in accordance with prescribed templates and guidelines
  • Minimum 5 years related Federal contracts/subcontracts and award administration experience (FAR, OMB, Agency Supplements)
  • Knowledge and success in the identification, avoidance, and mitigation of contract risk during the review and negotiation of legal agreements arising from its work with the U.S. Government
  • Proven success acting as a primary resource for all contractual matters
  • Knowledge and success as the primary contractual point of contact with the U.S. Government and all Prime Contractors to whom the company may be providing products or services under their U.S. Government contracts
  • Expertise reviewing contractual solicitations from the U.S. Government and advising on strategies to mitigate or eliminate risk arising from these documents including drafting clarification questions and proposal assumptions
  • Expertise as primary contractual negotiator and customer interface with other government contractors for procurement of subcontractor services under their prime contracts with the U.S. Government
  • Knowledge of reviewing contractual documents concerning the U.S. Government business including but not limited to nondisclosure agreements, teaming agreements, blanket purchase agreements, GSA task orders, ID/IQ contracts and subcontracts, and advising company on strategies to mitigate or eliminate risk
  • Expertise with subcontractor selection and monitoring
  • Knowledge of CPFF, FFP, and T&M contract types
  • Knowledge and success in managing cost and pricing methodologies/strategies
