Chenega Professional Services SBU is seeking a Contracts Manager to manage large-scale IT Service Programs for the Department of Defense.

This position requires expertise in all phases of contract administration from reviewing and responding to Solicitations and Requests for Proposal through contract closeout including negotiating and administering various types of agreements. Candidate will serve as the formal company liaison with Government and Commercial Prime Contractors, Program Managers, technical leaders, and various internal functional groups including Accounting and Finance. Keeps appropriate level of management informed of issues and coordinates/initiates required actions. Complies with company policies and procedures, and federal acquisition regulations.

Essential Duties and Responsibilities

Develops and maintains system of continuing coordination, follow-up and monitoring of contract operations; ensures timely release of data to contractors; remains aware of, anticipates and adjusts to changes.

Identifies and resolves the most complex problems, including terminations and issues, utilizing previous job knowledge, reference and source documents, in house Legal, (FAR, case history, etc.) and advanced analytical tools.

Exercises high degree of initiative and judgment, advising management on contract components and apprising them on our ability to meet schedules, cost and technical requirements and on resolution of requirements change problems.

Works regularly with FAR requirements, schedules, proposal developments, statements of work, cost and pricing data, contractual flow-down, cost accounting standards (CAS), bids, prices, terms of payment, and availability of services to be provided.

Ensures internal contractual compliance with the terms and conditions of contracts responsible for and in compliance with designated management objectives.

Negotiates contracts, including price, terms, and conditions, and reviews subsequent contractual documents for legal sufficiency prior to execution.

Negotiate terms and conditions of Teaming Agreements and Non-disclosure Agreements consistent with Prime Contract and required flow downs.

Serves as point of contact with internal departments concerning specific contract questions, issues, and problems.

Identify areas of risk and develop mitigation strategies and plans.

Provide guidance related to contract related issues as they arise.

Assist with the development of a Subcontract Management Plan.

Comply with policy and procedure and documentation requirements to maintain approved CPSR status.

Manage IDIQ, CPFF, FFP T&M types of contracts.

Close out of all contracts and associated task orders.

Reviews and approves solicited and unsolicited proposals for submission to customers.

Complete the required contracts documentation and text related to proposals.

Formulates and negotiates contract proposal modifications.

Requires a bachelor’s degree in related field of study and eight to ten years’ experience in a Contract Administration/Manager role.

Effective negotiation skills.

Strong working knowledge of Microsoft Excel and Word.

Working knowledge of the Federal Acquisition Regulations (FAR).

Knowledge of IDIQ, CPFF, FFP T&M types of contracts
