Contracts Operations Business System Manager
serves as a systems & contracts subject matter expert and is responsible for providing business analysis support to Contracts team. Responsible for formulating Contract Management System (CMS) scope & objectives and optimizing business processes. Responsible for participating in the development, implementation, and maintenance of CMS, ensuring the formulation of contracts information systems policies, procedures, methods, operating practices and performance are in compliance with regulatory requirements and meet the standards for Contracts Center of Excellence (COE).
Serve as project manager and advisor for all CMS and Contracts COE IT systems projects, providing technical and operational expertise on system design and conversion, process engineering and optimization, continuous process improvement, database maintenance, data field maintenance, automated controls and metrics, compliance, organized document storage/filing, work flow, reporting, maintaining a CCR/essential data repository, and maintaining standards for CMS processes & procedures
Utilize lean process and technology to refine and streamline Contracts organization, transforming practices to more effective and efficient business solutions
Lead a multi-disciplined team in development and mapping of IT Business process solutions; Interact within and between COEs and other stakeholders at all levels to understand business needs and vision, document requirements, and translate into system requirement specifications
Create performance measures and business intelligence dashboards, evaluate performance against metrics, evaluate risk and variances, and make adjustments to processes and system design accordingly
Develop and deliver training, including Train the Trainer, for the Contracts COE on CMS, Contracts, and information business systems policies, procedures, methods, operating practices and performance standards
Provide oversight and management of all controls, audit, & compliance issues, to include management of the CMS control/audit function, development and maintenance of a comprehensive control plan (monitoring and reviews), providing liaison with and responding to DCAA requests/audits, and ensuring CMS information accuracy timeliness and completeness
Responsible for the development of system-wide information tools, ensuring satisfaction of COE, company, and internal customer objectives
Collect and analyze data in order to devise or modify procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results
Develop and implement streamlined and efficient solutions for SharePoint, leveraging analytic tools in order to providing meaningful data and reports for utilization by Contracts and other stakeholders
Provide support as Senior Contracts Manager for Work load spikes, R&R or significant must win proposal efforts
Manage and integrate daily work activities to ensure effective efficiencies in compliance with corporate, contract and legal requirements.
Remain abreast of regulatory and reporting requirements and manage the process for updating or expanding contract data fields in contracts database to address new regulatory or reporting requirements
Knowledge & Skills
Knowledge of various computer programs/languages including SQL and IT business systems required
Working knowledge of Microsoft SharePoint, Microsoft Business Intelligence, PerformancePoint analytics, SQL Server including SSAS/SSIS/SSRS
Expertise in database design, data marts, designing workflows, querying, tracking, and reporting
Ability to apply knowledge of detailed specifications from which programs will be written to assist in managing, enhancing system functionality and reporting
Knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and related federal and state legislation and regulations.
Broad knowledge of contract administration and business systems analysis processes and procedures
Knowledge of advanced concepts of business systems analysis
Ability to effectively manage multiple projects and objectives
Exhibits creative thinking with ability to act as a change agent
Knowledge of accounting practices including DynCorp Internationals disclosed accounting practices
Excellent oral and written communications
Effective leadership and interpersonal skills
Able to travel internationally on short notice to a hazardous environment
Possesses full technical knowledge of most phases of systems analysis
Good decision making skills, with ability to consider the business implications of the application of technology to the current and future business environment
Experience & Education
Eight (8) years of experience in a combination of contract administration (includes procurement and estimating), IT business systems, and government cost accounting environment.
Bachelor’s degree in an associated discipline.
Certification in Government Contract Administration or IT/ Business Systems preferred
PMP or Lean Six Sigma Belt desired
