AIS is currently seeking an individual to perform both the functions of a Cost Estimator and a Contracts Specialist.
Responsibilities in performing the Cost Estimating function include but are not limited to:

Works with Program Managers to estimate engineering labor hours, material, and travel requirements for major program bids.

Compute cost factors and prepares estimates used for management purposes such as planning, organizing and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.

Prepares proposal packages for submission to the government and prime contractors.

Accountable for tracking project backlog.

Develop financial reports relating to cost estimates proposed.

Ensures that monthly financial and technical status reports are received, analyzed and approved from subcontractors/vendors.

Develop and maintain advanced spreadsheets for use in analyzing financial data

The contracts specialist function will encompass all aspects of contracts and subcontracts, from preparing RFPs, conducting negotiations with subcontractors, administrating contracts and subcontracts, maintaining contract and subcontract files and close-outs efforts. This function will be overseen by the AIS Director of Contracts.
Responsibilities in performing the Contracts Specialist function include but are not limited to:

Draft various levels of contract and subcontract documents in accordance with applicable AIS policies, procedures, practices and/or guidelines.

Solicit, develop, negotiate, and award Cost Reimbursement, Time and Material (T&M), and Firm Fixed Price (FFP) type contracts and subcontract agreements

Determine applicable contract clauses that are incorporated into solicitations, contracts, and subcontract documents

Evaluate bids or proposals for compliance with specifications, statements of work and applicable Federal Acquisition Regulation (FAR) clauses

Analyze cost/price factors for pre-award and post award actions for non-complex contracts and subcontracts

Determine subcontract selection criteria; evaluate proposal responsiveness

Administer contracts and subcontracts for day-to-day activities; participate in program management reviews and other programmatic meetings

Prepare contract and subcontract closeout package

Prepare and administer routine correspondence and other contract and subcontract related documentation

Prepare, organize and maintain contract and subcontract records and files documenting performance and compliance

Prioritize between multiple contract and subcontract actions

Requirements of Position:
Associates degree in Accounting or Finance and four or more years of relevant experience, preferably for a defense contractor; six or more years of experience in lieu of degree

Proficiency with Microsoft Excel and Word is required; Deltek Accounting Software experience is a plus

A working knowledge of generally accepted accounting principles and an understanding of the Federal Acquisition Regulation is a plus

Must be a proven team player with excellent organization, communication and interpersonal skills

Must be able to prioritize multiple tasks in a fast moving environment

Experience with procurements for a defense contractor and possess solid negotiation skills

Excellent analytical, communication and interpersonal skills.

Must have high standard of ethics and responsibility towards AIS and subcontractors

Must be self-motivated and punctual.

Qualifications and Education Requirements:
Associates degree in Accounting or Finance and four or more years of relevant experience, preferably for a defense contractor; six or more years of experience in lieu of degree

Security Clearance Requirements: Must be a U.S. citizen. Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
