This position plans, organizes and implements the division’s marketing, community and public relations programs to enhance the public image of the organization.


  • Develop strategic division specific marketing plans, build go-to-market materials and manage product marketing activities
  • Design and develop tools, programs and promotional materials to support and enable sales activities
  • Place public affairs related advertisements and announcements in local publications and newspapers and with radio and television stations as needed
  • Develop and design message content for monthly operating company customer bill inserts; oversee operating company’s bill insert calendar to ensure appropriate bill inserts are scheduled to achieve timely notification/information to customers and compliance with regulatory requirements.
  • Participate in Liberty-wide marketing initiatives as state representative to communicate state-specific issues and needs
  • Coordinate sales and marketing tracking documents, inter-departmental work processes and

  • Develop, control and maintain consistency of public messaging for stakeholders, media and the general public
  • Develop positive working relationships with business and community leaders, and local elected officials and city managers in order to shape the external environment by promoting the division’s public image, products and services
  • Develop and maintain positive relationships with state regulators and respond to any escalated customer inquiries provided by the regulators
  • Promote Liberty ’s services and community profile through media and business relations
  • Assist in the development and implementation of communication programs including media relations , issues management, media releases and biographical data on division’s officers and managers
  • Keep abreast of events and issues relevant to division service area through monitoring various media communications, newspapers, etc.
  • Maintain a positive presence in the community through the integrated Social/Community Events committees and other corporate initiatives

Customer Advocacy
  • Develop supportive solutions for low-income households for customers in need of assistance and partner with Local and State Agencies; promoting Federal and State assistance programs
  • Maintain strong relationships with internal and external stakeholders in order to obtain and share information on social care opportunities and developments.
  • Manage, prioritize & respond to customer inquiries & referrals from various channels through early intervention, crisis bill payment management, outreach and education
  • Manage Energy Efficiency and Energy Savings Programs

Other Duties
  • Provide leadership and day-to-day employee direction to the Marketing, Communications & Customer Advocacy Coordinator
  • Administers the division’s community relations program. Acts as a contact for charitable and civic contributions. Holds community board positions and participates in economic development groups and associations.
  • Develop and maintain departmental budget including division donations and charitable giving
  • Oversee company’s charitable giving and corporate social responsibility programs including: coordinating, recommending, reporting and evaluating internal and external activities
  • Other duties as assigned

  • Bachelor’s degree in Communications, Journalism, Business Administration, Marketing or a closely related field and four years of progressively responsible related experience in the natural gas industry
  • People management experience with the ability to coach and develop employees
  • Strong communication skills, verbal and written, including excellent language, spelling, grammar, punctuation and vocabulary
  • Utility industry experience preferred with a solid understanding of utility systems, processes, practices and procedures to ensure compliance with legislation and regulations desired
  • Ability to write reports, business correspondence, and procedure manuals and effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Experience in writing or assist in writing speeches and articles for publication that conform to prescribed style and format.
  • Skilled in making presentations to senior management, public groups and/or boards of directors
  • Valid Driver’s license and proof of insurance
  • 30% travel required to other Liberty Utility Locations across Iowa , Illinois , Missouri and occasional travel to other divisions across the U.S and to the head office in Canada , overnight stays will be required. A valid passport is required for international travel
