Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
YEARS OF RELEVANT EXPERIENCE:
The position requires three equivalent years of experience in analysis and technical management.
We are seeking highly motivated candidates with demonstrated analytic, problem solving, and presentation skills. Successful candidates will have a strong work ethic, be proficient with cost analysis software tools (e.g., Crystal Ball), and have experience developing cost and risk analysis models.
Proficiency in the MS Office applications (Word, PowerPoint, and Excel), a working knowledge of cost estimating concepts, analysis, and techniques, excellent verbal and written communication, and quantitative analytical/research skills are required. Certified Cost Estimator/Analyst qualification from the International Cost Estimating and Analysis Association or DAWIA certification in cost estimating is preferred. Two or more years of cost analysis and budget analysis/execution experience with Department of Defense or Navy programs and experience with large-scale shipbuilding programs is a plus. ACEIT experience is preferred.
The ability to obtain and maintain a security clearance is required.
Working closely with government staff personnel, program office teams and contractors, this position will provide independent cost estimating and analyses in support of the new construction aircraft carriers program. Primary responsibilities will be to develop and maintain ship design and construction cost models, analyze and document economic and other estimate assumptions, evaluate Government Furnished Equipment basis of estimates, develop government positions/assist with contract negotiations in support of design and construction proposal reviews, defend estimates in support of Defense Acquisition Board, Program Objective Memorandum, and other budget related reviews, perform cost risk analysis, write technical reports, and prepare briefings for the customer.
