Position Summary

Under the direction of the Program Manager, the Substance Abuse Counselor is responsible for providing individual and group substance abuse counseling with the clients and families we serve. The Substance Abuse Counselor performs thorough alcohol and other drugs assessments of incoming clients. The Substance Abuse Counselor represents Youth Enhancement Services in the community, interacting and networking with schools and community service agencies that provide support and substance abuse services to our clients and their families. The Substance Abuse Counselor serves as a role model for substance abuse competency for other staff to emulate. Maintain confidentiality at all levels.

Essential Functions of the Job

Substance Abuse Counselor

Provides group and individual substance abuse and mental health counseling to individuals with a co-occurring disorder or at risk. Service must be delivered in a gender and culturally appropriate fashion. Counseling will be provided in a fashion consistent with State of California laws and regulations, professional standards of care, agency guidelines, and professional ethical guidelines.
Conducts thorough alcohol and other drugs assessments of incoming clients.
Performs crisis intervention as needed.
Assesses and identifies client’s needs for supportive services on an ongoing basis.
Acts as a resource, assists in obtaining, and/or makes appropriate referrals for necessary or requested services.
Facilitates group substance abuse counseling sessions and leads specialized educational classes; collaborates with other service team members and other appropriate individuals on clients’ status; within scope of responsibility and expertise, provides guidance and instruction to other staff members regarding appropriate treatments for clients.
Requests assistance and guidance from the Program Manager and professional staff when necessary to address client issues and problems.
Establishes and maintains contact with community resources to ensure continuity of care (e.g., case managers, rehabilitation and detoxification centers, psychiatric units).
Serve a minimum of 40 unduplicated clients per fiscal year.
50% productivity expectation.
Timely professional maintenance of records and documentation, including progress notes, treatment plans and ongoing evaluation of client progress, consistent with agency expectations and ethical standards.

Care Coordination/Program Support

Participates in weekly Treatment Team meetings with Psychiatrist, Clinicians and Case Managers.
Knows the terms, conditions and scopes of work of Full Service Partnership contract.
Ensures, through monthly monitoring, adequate progress toward contract goals and objectives.
Maintain, update, and implement policies and procedures for the Full Service Partnership program.
Conducts quality improvement and evaluation activities for Full Service Partnership program.
Receives weekly individual supervision.
Timely and accurate completion of monthly and quarterly narrative and statistical reports.
Participate in monthly staff meetings.
Promotion and implementation of client activities, educational presentations, and special events.
Represent San Ysidro Health Center to other organizations and community groups. Network with other SYHC programs and Behavioral Health/Substance Abuse service providers

Additional Duties and Responsibilities

Performs other related duties as assigned or requested.
Job Requirements

Education:
  • Required: Bachelor Degree in a behavioral health-related field: B.A. or B.S. in psychology, social work, counseling or related field at an accredited university or college .
Certifications/Licenses:
  • Required: Valid California Driver License with appropriate car insurance.
  • Preferred: Certified Alcohol and Drug Counselor ( CADC).
Experience:
  • Required: Two years experience in a providing substance abuse counseling services to youth and their families.
Verbal and Written Skills to Perform the Job:
  • Required: Bilingual (English/Spanish)
  • Required: Excellent written and verbal communication skills.
Technical Knowledge and Skills Required to Perform the Job:
Knowledge of rehabilitation and recovery treatment modalities. Integrated Treatment and Care for individuals with co-occurring disorders. Demonstrate ability to be culturally sensitive and appropriate in working with minority communities. Demonstrate respect for diversity. Exercise tact, objectivity, sensitivity, strategy and judgment in dealing with a variety of people with a variety of co-occurring disorders. Organize, set priorities and exercise sound independent judgment within areas of responsibility. Establish and maintain effective working relationships with clients, family members, other professional staff and the public .

Equipment Used :
Office supplies, including but not limited to computers, copiers, fax machines, phones, etc. Computer literacy required and proficiency in MS Office (Word, Excel, Outlook, PowerPoint)

Working Conditions and Physical Requirements :
Prolonged periods of sitting, some walking, and some telephone communication. May be required to work evenings and occasional weekends.
