City of Salem is looking for a professional administrator for the City's Municipal Court operations. The incumbent will plan, direct and review the activities and operations of the Municipal Court including non-judicial functions of the court system, personnel management, development and implementation of policy and procedures, budgeting, case-flow management, responding to public inquiries and record maintenance; coordinate activities with other divisions, departments and outside agencies and provides professional support to the Presiding Judge and pro tempore judges.

MINIMUM QUALIFICATIONS Bachelor’s degree from an accredited college or university in public administration, judicial administration, business administration or a closely related field, and 6 years of progressive supervisory experience in court administration or in a related judicial field, or any equivalent combination of experience or training which provides the required knowledge and abilities to do the essential functions of the job. Law Enforcement Data Systems Certification required and National Center for State Courts Certification or equivalent preferred. Knowledge of Fullcourt software is desirable.

The application review and the interview will evaluate the following job-related knowledge and abilities: Knowledge of theories and techniques in court organization and management; policies, procedures and laws pertaining to the operations of courts; principles of administration, supervision and organization, trends in court management, pertinent state, federal and local laws and regulations; financial accounting, city governing process, principles and methods in jury selection and management, records management, public purchasing, contracting laws and regulations, and personnel management practices; research and reporting methods, techniques and procedures; current social, political and judicial trends related to the operations and issues of criminal justice; principles and techniques in data processing; ability to plan, direct, manage and coordinate the activities of a municipal court operation and the work of subordinates; develop strategic long-range plans; prepare and administer the division’s budget; conduct specialized studies and prepare complex reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations; analyze, interpret and apply federal, State and local policies, procedures, laws and regulations; demonstrate leadership and maintain effective working relationship with city staff, contractors, public officials, the judiciary, other agencies and the general public; communicate effectively both orally and in writing; evaluate and develop recommendations for operating procedures, policies and methods; identify and effectively respond to issues and concerns raised by the public; safely respond in hostile situations and resolve low risk conflicts with the public; organize and oversee case flow management; proficient use of modern office equipment including personal computers and databases, word processing and spreadsheet applications.
