Performs difficult skilled work supervising the maintenance and repair of streets, and related facilities; does related work as required. Work is performed under general supervision. Supervision is exercised over equipment operators, public service workers, groundskeepers, and tree trimmers.
Essential Job Functions*:
Ability to perform moderate to heavy manual labor; Ability to lift up to 75 pounds; Ability to work in varying climatic conditions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, peripheral vision, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, and confined spaces. Worker may be exposed to bloodborne pathogens and required to wear specialized protective equipment.
Supervises the installation and maintenance of concrete products or equivalent such as sidewalks, curbs and gutter, streets, ; Oversees the trimming, felling, removal and pruning trees, shrubs, brush and obstructions along electric utility and streets rights-of-way; Reads construction plans and sets up forming; Instructs persons on proper operation of construction equipment for safe and efficient operation; Assigns personnel and equipment to specific jobs as requested by work order; Supervises sanding of streets for snow removal as necessary for safe passage; Supervises the major VDOT traffic equipment installation, tree trimming and removal operations; Directs the removal of dead, broken, misshapen and undersized trees; Maintains time sheets, work orders and reports as needed for superintendent; Conducts weekly safety meetings and reports regarding meeting; Insures VOSHA safety requirements are met on construction projects; Responds to emergency situations as directed; Employs, supervises, trains, motivates and disciplines authorized departmental personnel in a consistent, fair and uniform manner in accordance with the City's Personnel Policies including Equal Employment Opportunity and Affirmative Action; Reports to work on assigned duty schedule; Performs other reasonable duties as assigned.
Assists in the interview and selection process of employees; Operates light construction equipment and performs manual labor to assist crew.

Education and experience equivalent to graduation from high school and experience in the installation, repair and maintenance of public facilities, and considerable experience in rights-of-way clearing and arborculture.
Special License and Certificates:
Possession of a valid class A commercial drivers license with department/division required endorsements; May require pesticide application license; Certification as a Commercial Applicator from VDAC to place chemicals on right-of-way as required; May require ability to obtain confined space license; May require certification as a flagger; May require electrical line tree trimmer certification. Possession of first aid and CPR certification.
