One current vacancy with the health and Human Service Agency in Visalia. This position requires working varied shifts which may include nights, weekends and holidays. This recruitment will establish an employment list to fill current and future vacancies. the anticipated life of th list is six months.

Typical Duties:

Provide direct field, telephone and office crisis evaluations, intervention and counseling to those in psychiatric emergency situations; assess and diagnose individual and family problems; work closely with law enforcement; facilitate hospitalization when necessary or refer consumers to appropriate support services as alternatives to hospitalizations; gather, disseminate, and report clinical information necessary to aid in the treatment of consumers; work closely with psychiatrists, community physicians, social workers and Public Guardian; participate in clinical utilization reviews of cases for evaluation, discussion of intervention techniques and overall resolution effectiveness while also reviewing cases for evaluation, discussion of interventions techniques and overall resolution effectiveness while also reviewing alternate courses of action; provide consultation, education, and information about mental health; prepare and maintain alternate courses of action; provide consultation, education, and information about mental health; prepare and maintain case records, case narratives and court reports; assist in developing new community resources; assist with consumer care in residential treatment facilities; transport consumers to hospitals or emergency shelter; provide in-service training.

Employment Standards:

Education/Experience: Any combination of education and experience that would likely provide the necessary knowledge; skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be equivalent to a bachelor's degree in social work or closely related field. Caseload management experience equivalent to a Social Services Worker III may be substituted for the educational requirement on a year for year basis.

Knowledge of: Social aspects and characteristics of mental and emotional disturbances and substance abuse; interviewing and counseling methods and techniques; components of treatment plans and their development and implementation; techniques for diagnosing family situations and problems sufficient to develop, implement, and monitor treatment plans; mental health programs and community resources; principles and techniques of group, family and individual counseling; proper safety procedures and health practices; psychoactive drugs, contra-indications, and side effects.

Skill/Ability to: Investigate and make recommendations concerning family situations involving neglect or abuse; communicate sufficiently to explain technical information to people of various socio-economic, cultural, and educational backgrounds; read, interpret and explain rules, regulations, policies and procedures pertaining to social service programs; write clear, concise, grammatically correct case narratives, court reports, records and letters; establish rapport and maintain effective working relationships with others; use patience, tact and courtesy in dealing with people under various circumstances and under emotional stress; use and develop community resources to best serve consumer needs; act effusively in emotional and stressful situations in order to respond to emergencies and adopt an appropriate course of action; make accurate assessments and take effective action without immediate supervision; interview consumer, counsel mental health clients suing a variety of modalities; assess a person's psycho-social needs and develop effective treatment plans; maintain record keeping and tracking systems of assigned consumers; communicate effectively with community organizations including law enforcement agencies, schools, and aboard and care operators; maintain confidentiality of patient information; develop diagnostic impressions.

Conditions of Employment: Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted. Some job classes may also require a physical exam.
